A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO ISSUE REQUEST FOR
PROPOSALS FOR DESIGN SERVICES FOR THE CAMPBELL PRIORITY
DEVELOPMENT AREA (PDA) ENHANCEMENTS PROJECT
WHEREAS, on October 5, 2021, the City Council adopted Resolution No. 12773
authorizing the Public Works Director to resubmit the One Bay Area Grant (OBAG)
Program Cycle 2 grant application for the Campbell Priority Development Area (PDA)
Enhancements Project; and
WHEREAS, the grant request was for $550,000 in federal Congestion Mitigation
and Air Quality (CMAQ) Program funds, and the City's local contribution was $100,000;
and
WHEREAS, on November 4, 2021, the Santa Clara Valley Transportation
Authority (VTA) authorized reprogramming $550,000 of OBAG Cycle 2 funds to the
Campbell PDA Enhancements Project for the Preliminary Engineering phase of the
project; and
WHEREAS, on March 28, 2021, staff learned that Transportation Improvement
Program (TIP) Revision 2021-14 had been approved by the Metropolitan Transportation
Commission (MTC), California Department of Transportation (Caltrans), and Federal
Highway Administration (FHWA); and
WHEREAS, this TIP Revision approval allows staff to request authorization to
proceed with the Preliminary Engineering (PE) phase of the project; and
WHEREAS, the Campbell PDA Enhancements Project would design
transportation improvements in Historic Downtown Campbell to serve pedestrians,
bicyclists, and transit users; and
WHEREAS, consultant services are needed to prepare the plans, specifications,
and engineer's estimate for the project; and
WHEREAS, the areas of expertise required to design this project include
surveying, civil engineering, and traffic signal design; and
WHEREAS, the cost of consultant services is estimated to be $500,000; and
WHEREAS, the Request for Proposals seeks special services, consultation and
advice in engineering and other matters from persons specially trained, experienced and
competent to perform the special services required; and
WHEREAS, the City has secured $550,000 in federal OBAG Cycle 2 funds and the
City Council authorized an additional $100,000 in City Vehicle Impact Fees as a local
contribution; and
WHEREAS, this total amount should be sufficient to cover the cost of consultant
services and staff costs.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that
the Public Works Director is hereby authorized to issue a Request for Proposals for
Design Services for the Campbell Priority Development Area (PDA) Enhancements
Project; and
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to
execute a consultant services agreement with the most qualified respondent for an
amount not to exceed $500,000.
