We are writing this letter on behalf of Campbell Seven
Partnership, the developer of Quail Park Subdivision,
and the Quail Park Homeowners Association.
We had several discussions with you regarding the flood-
ing problems we had at 1369-1383 W. Campbell Avenue. Dur-
ing our last conversations, you agreed there may be a
problem in the storm drain to cause the abnormal back flow
of water through our drain system.
You promised that as soon as the rains stopped you would
contact the City of San Jose to obtain their help and/or
equipment to inspect thoroughly the stretch of storm
drain from our units to San Tomas Expressway.
Now that the weather is permitting, we are requesting
that you actively pursue this matter and bring it to a
conclusion as soon as possible.
We simply cannot experience another winter under the con-
ditions of last winter. This problem must be resolved
this summer to prevent problems again this winter.
We expect an early reply as to when crews will inspect the
drain and a complete report on the findings.

As you know, this is the apartment complex where we suspect that there is
a flat grade factor between the inlot drain and the mainline, out in the
center of West Campbell Avenue.
I received a call from Communications around 12:15 a.m. this morning. At
that time, the Dispatcher said we had 2 problems so far:
1) Marathon and Hamilton - "water up to the doors of vehicles"
2) "Apartments on West Campbell near Superior; lower garage is
flooded and the water level is approaching the pilot lights
of garage heaters."
I had Adams and Sedillo called out and advised them to handle the Marathon
detail. However, I advised Dispatch that the apartment problem was an inlot
situation to which we could not respond, and further, that if there was a
danger to the water heaters, then perhaps the Fire Department should be
called to verify any danger and handle within their means.
For some reason, the Fire Department asked the Dispatch to have our crew
respond to the Quail Apartments around 1 :00 a.m.
Terry and Pete responded. However, I don1t feel that our people should get
into private property. According to our people, when they got there the Fire
Department was just standing by. Our men took it upon themselves to go inside
the apartments, and apparently did some good by pulling 2 storm drain covers
which were clogged with papers and other debris.
According to Terry and Pete, they also pulled a manhole cover on West
Campbell Avenue at Anthony, and they said that the water was roaring through
the 27" main and that the channel was still visible. (In other words, our
main line was not backed up.)
The reason for this report is because 2 individuals, possibly the contractor
who installed the drains and lateral at Quail Apartments, approached Vince
and I while I was looking at the work our men did earlier this morning. It
was apparent that they were trying to pin the problem on our water flow
capacity in the main line.
From what I could see inside of the inlot drains of Quail Apartments, the
construction of the lateral was very poor, in that there is approximately
5" of mortar mix (set up) inside the first inlot drain. The lateral is
very dirty.

I wonder if Engineering is looking at the actual revised construction plans
for this project. We can't be positive; however, I suspect that there may
be a "flat grade" involved. The lateral inside the garage is dirty, and
the direct entry taken to connect into the mainline was not an ideal
connection. The contractor mentioned that they had to adjust the lateral
to avoid telephone lines. I wonder if this further complicated the critical
grade factor.

On Friday, January 8, a meeting was held at the City of Campb~il'~Wjces
on the subject of flooding at Quail Park. Those present were R. Koury, S. Colen,
J 1m Penoyer (Public Works), David Valkenaar (City Civil Engineer) and Tim Sandls
(Quail Park Engineer) .
The general minutes of the meeting are as follows: Koury & Colen indicated
that water flow was monitored during the last storm at Quai I Park, Campbell Avenue
and San Tomas Creek. No flow problems were evident.
Koury suggested that since this storm was more severe than the one when
difficulties were encountered, a debris or damaged line must occur downstream
of Quail Park. Problems seem to occur at first rain or after heavy leaves failing
from trees, or both.
Sandis suggested that an obstruction or offset in the line would collect
debris behind It until the water upstream in a big rain would churn It up enough to
clean It out.
Koury pointed out that the storm drains downstream were installed long ago
by developers in "pieces" as the tracts along Campbell Avenue were built.
Valkenaar allowed as how this was true and it was possible that the line had
offset in this area. He Indicated they caught a cement truck dumping excess
concrete Into the system and something like this could cause an obstacle. Valkenaar
said these lines are maintained only on call when there is a problem and they had
no record of maintenance calls In this area. However, there was a record of flooding
problems in the vicinity of W. Campbell Avenue & San Tomas, Aquino Road.
Valkenaar Indicated they could possibly put aT. V. camera through the lines
and check for problems or shine sunlight through with mirrors. This action
would depend on availability of equipment and city budget. Valkenaar agreed to
check on when this could be done and report back to Sandis.
Valkenaar asked what could be done on site If they could not detect a problem
in the line or fix it after they found one. Sandls reminded him the City had an
obligation to keep the line clear and working properly and to handle the volume of
water it was approved for. Sandis agreed, however, to investigate the use of
a one-way check valve, although he Indicated most valves he had used had a tendency
to stick In the reverse direction.
We will keep you informed on reports from Valkenaar and Sandis.

2. A letter of release from County Sanitation District No.4 saying

72 hours for processing the application.

The following conditions of approval are recommended concerning the subject tentative
subdivision map submitted by Sandis and Associates
Installation of a sanitary sewerage system to serve all lots within the sub-
division in conformance with the proposed plans of the County of Santa Clara
Sanitation District No.4. Sanitary sewerage service to be provided by said
District No.4.

Installation of a water distribution system to serve all lots within the sub-
division in conformance with the plans of the San Jose Water Works
Water service to be provided by said water company.

Subdivider shall create or provide any public service easement and any other
public utility and/or public service easements as may be necessary for the
installation of any and all public utilities and/or facilities.
Compliance with the provisions of Title 20, Subdivisions of the Campbell
4 . Municipal Code.

Subdivider to pay Storm Drainage Area Fee of $261.
Subdivider to furnish copy of Preliminary Title Report.

Obtain an excavation permit and post surety to install a 30-foot-wide driveway
