the City of Campbel', the undersigned hereby makes application for approval of the
attached plans.

The said Improvement5 will be located on land described as follows:

by tenants,and uses of surrounding area. All planting & parking areas also shown.
All required dedications have been made.
2. The nature and purpose of the proposed improvements are: (Applicant should attach
a written statement setting forth any information he believes will be helpful to the
Planning Commission and other City Officers in considering his application)
The development will consist ot a complete Neighborhood Shopping Center of 51,600 aq tt
including a. high clas8 restaurant containing a. large dining room, banquet room and
bar ot attractive design &: decor, and twelve or more retail & service establishments,
all in one contiguous unit ot outstanding architectural design, and will be, we believe,
one of the most attractive oenters in the entire area.
3. The proposed improvements will cost approximately $535,000.00
4. Applicants should attach three (3) copies of the site plans and elevations of proposed
improvements. One copy will be retained by the Planning Commission, one by the City
Engineer and one returned to applicant.

we have received, this date, from the Secretary of the
Planning Commission proposed tmprovement plans for Xirkorian's
commercially zoned property south side of Campbell Avenue west
of San Tomas Aquino Road. We wish to ~ecifically call your
attention to the fact that their architect has included in his
plans the widening of the paved street area to provide an additional
lane of traffic which proposal was denied by the City Council at
their regular meeting September 10, 1963.
SUBJECT:
The reason that the Kirkorian plan had been presented to
the City Council, as ~elled out in my memo to you dated October 21,
1963, was to obtain Council consideration of the driveway treatment.
We did not mention or consider the street widening at that time.
The memo to myself fran the Chief of Police dated August 30, 1963,
of Which the City Council received a copy, referred to the
widening of the street and, therefore, it is felt)the Council
considered this prop08al also.
We would request that the City Council reconsider their
action of September 10, 1963, in that they did not receive at
that ttme any staff recommendation on the street widening
except perhaps the notations of the Police Chief. We are very
oppos~to giving staff recommendations in public meeting8 on thi8
tYJte of subject without a thorough review, 80 we did not critirize
or comment on the Council's actions of that evening. we wish at
this time, however, to recommend approval of the proposed street
widening for the following reasons:
1. The additional widening will, in essence, provide a special
lane available for traffic entering to and exi~tng from the prqposed
commercial development above and beyond the standard two thorough
east-bound lanes.
2. This proposal will provide for standard street parking
aa though no widening were provided.
3. East-bound traffic wishing to turn into the development
will have, in essence, a decelerat.on lane from the thorough lanes
in order to maneuver to make the right turn. Weat-bound traffic
wishing to enter the development will encounter no additional
benefits or opposition.

4. Those vehicles exiting from the development wishing
to turn right will not have to wait for an opening in the thorough
lanes but may instead make their right turn and then merge
with the east-bound tra~fic.s the opportunity presents itselff
but they may, however, remain in the driveway opening and enter
into the east-bound lane at a safe opening but would be provided
with a larger area in which to make their right turn movement
which area will not be occupied by thorough traffic. This proposal
in itself presents a desirable quality in that larger vehicles
and trucks cannot make a sharp right turn movement and they would
be able to make the required movement into the outer east-bound
thorough lane.
S. Traffic exit tag fram the proposed development wishing
to turn left will encounter no additional benefits or opposition.
For the above~entioned reasons, it is our recommendation
that a street widening be reconsidered by the City Council for
approval before the Planning Commission considers the proposal
on October 22, 1963. We will forward a copy of this memo to
the Police Chief 80 that he might make additional comments
beyond his original memo if he deems such desirable.

Regarding the request from Mr. Kirkorian for deviation from the
standard driveway, I would like to submit the following observations:
(1)
Vehicles east bound on Campbell Avenue would move out
of the through lane of traffic to turn into the parking
area which would assist in the expeditious flow of traffic.
(2)
Vehicles west bound on Campbell Avenue turning left into
the parking area would not be affected by this proposal.
( 3)
Vehicles coming out of the parking area merging onto
Campbell Avenue, particularly from the eastern most
driveway would experience some difficulty in viewing
traffic as it would necessitate looking somewhat to the
rear in order to observe the flow of traffic.
Other than these observations, I can think of no other immediate problems
in this area.

SUBJECT:
Ira Kirkorian request for deviation from standard
driveway openinq - South side of campbell Avenue,
West of San Tomas Aquino Road.
We have been requested to approve a deviation from the
standard driveway approach on the proposed new development
on Kirkorian property. This deviation would provide for
extending 6-inch curbs around a small radius, crossing the
sidewalks and continuing into the lot. An example of what
is requested may be found on Stevens Creek at entrance to
Town and Country Village and across the street at Emporium.
The only near-example in Campbell that we are aware of is at
the alley on the east side of Winchester between Alice and
Rincon.
we are not .pposed to this type of treatment in all
cases, as it is felt that if a large volume of traffic will
be gathered here then, even though it is a private "street"
it could betreated differently. We are also not proponents
of this particular request.

ARGONAUT INSURANCE COMPANY, a corporation, organized under the
laws of the State of California , as Surety, are held and
firmly bound unto the City of Campbell, State of California, (hereinafter
called "CITY") , in the sum of FIVE THOUSAND FIVE HUNDRED DOLLARS
($5,500.00) lawful money of the UNITED STATES OF AMERICA, for the
payment of which well and truly made, we hereby bind ourselves, our
suceessors and assigns, jointly and severally, firmly by these presents.
The condition of thefuregoing obligation is such that,
WHEREAS, the above-named Principal, proposes to construct
a sporting goods and package liquor store located at 1650 West
Campbell Avenue, Campbell, California.
WHEREAS, in order for Principal to obtain a building permit
from said CITY for such construction, Principal is obligated
to construct and/or install, or have constructed and/or installed,
certain street improvements throughout the Campbell Avenue frontage
of said site, in accordance with the standards of said CITY, said
street improvements being monolithic concrete sidewalks and driveway
approaches (210 linear feet), asphalt street paving (7800 square feet),
one electrolier with underground conduit throughout said frontage;
the total cost of said street improvements ha~ng been estimated by
said CITY to be approximately FIVE THOUSAND FIVE HUNDRED DOLLARS
($5,500.00).
WHEREAS, said CITY has agreed to construct and/or install
said street improvements for said Principal, at Principal's cost and
expense, in conjunction with the CITY'S own improvements in the
vicinity, and Principal is agreeable to same;
WHEREAS, the parties have agreed that the actual cost of
CITY'S construction and/or installation of said street improvements
shall be mutually agreed to by Principal and CITY prior to CITY'S
commencement of same, such agreement to be based on the bids obtained
by CITY for such work;
WHEREAS, Principal will, upon completion of the said street
improvements by said CITY and upon Principal's receipt from CITY
of a bill for same, reimburse CITY for the actual cost of such street
improvements, whether more or less than the estimated FIVE THOUSAND

Dear Sir:
In reference to your "s" zone application for professional
offices as approved by the City Planning Commission on
February 19, 1963, the deed for street widening on Campbell
Avenue has been forwarded to City Title Insurance Company for
execution. Upon receipt of the executed deed from them,
this office will recommend issuance of a building permit.
Additional conditions of approval, as tmposed by the
Planning Commission, include the constm..q~.;.Q!.1... Q{...J!~:r::~!)!.....~ve-
ments on the Campbell Avenue frontage and the payment of a
storm drai9:.~;,e~..f@e in the amount oL~§~Q!99.! Both of these
items areideferred until subsequent development of P-O zone
and/or the commercial area to the east. It must be understood,
however, that conditions of approval for such subsequent
development will include these two deferred items as contingencies
to the issuance of additional building permits.
If new driveway approaches are contemplated in tl1e area
of existing curb and sidewalk, an application for excavation
permit by you or your concrete Contractor will be required.
