BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING ISSUANCE OF A REQUEST FOR QUALIFICATIONS (RFQ) FOR
(A) CONSULTANT SERVICES TO SUPPORT BUILDING DIVISION WITH PLAN
CHECK SERVICES; (B) ISSUANCE OF A REQUEST FOR QUALIFICATIONS
(RFQ) FOR CONTRACT SERVICES TO PROVIDE BUILDING PLAN CHECK
SERVICES; (C) DISPENSE WITH THE BIDDING REQUIREMENT PER (CMC)
SECTION 3.20.030(4) AND (D) AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT WITH THE SELECTED SERVICE PROVIDERS FOR A
TWO YEAR TERM IN AN AMOUNT NOT TO EXCEED $300,000 FOR ADOPTED
CONTRACTS.
WHEREAS, in order to maintain the level of service and ensure the safety of the residents
in the community through the verification and assurances that applications are compliant
with health and safety regulations as outlined in California Administrative Code and
California Code of Regulations, Title 24 s; and
WHEREAS, the City seeks the special services, consultation or advice in building code
plan check matters from persons specially trained, experienced and competent to perform
the special services required; and
WHEREAS, the City has recognized the need for third party assistance in performing
services which may require review and analysis when existing department staff due not
possess the required technical certifications to conduct the review or analysis; and
WHEREAS, the purchasing procedures outlined in the City's Municipal Code (CMC)
Section 3.20.030(4) state that bidding requirements may be dispensed with when "the
City seeks the special services, consultation or advice in financial, economic, accounting,
engineering, legal, administrative or other matters from persons specially trained,
experienced and competent to perform the special services required;" and
WHEREAS, approximately $130,000 of appropriated funds remain and the Council
authorized $130,000 to be spent through FY 2023 for contracted plan check services;
and
WHEREAS, the City Council has reviewed and accepted the draft RFQ and found it to
include the appropriate tasks needed to assist the Community Development
Department's Building Division to provide California Building and Municipal code
compliant plan check services for the safety of the community; and
WHEREAS, the City Council has reviewed and accepted the draft RFQ and found it
appropriate for the selection of a contract planner to support department operations for a
two-year term; and
WHEREAS, the City Council authorizes a combined total of $300,000 for adopted
contracts; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby authorizes distribution of a Request for Qualifications (RFQ) for (a) consultant
services to support building division with plan check services; (b) issuance of a Request
for Qualifications (RFQ) for contract services to provide plan check services; and (c)
dispense with the bidding requirements per (CMC) Section 3.20.030(4); and (d)
authorizing the City Manager to execute a contract with the selected service providers for
a two year term in an amount not to exceed a combined total of $300,000 for adopted
contracts.
