CC Resolution 12914 - Accepting Energy Conservation Upgrades and Infrastructure Improvements for Project No. 21-OORESOLUTION NO. 12914 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL ACCEPTING THE "ENERGY CONSERVATION UPGRADES AND INFRASTRUCTURE IMPROVEMENTS FOR PROJECT NO. 21-00 AND DIRECTING THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION WHEREAS, in October 2016, the City Council authorized staff to issue a Request for Qualifications (RFQ) for an Energy Investment Grade Audit of all City -owned facilities; and WHEREAS, staff issued the RFQ in May 2017 to identify an Energy Services Company (ESCO) interested in performing such an audit and working with the City as its preferred energy services partner; and WHEREAS, staff selected Syserco Energy Solutions as the preferred service provide; and WHEREAS, Syserco performed the Investment Grade Audit and identified the following areas as requiring upgrades and/or improvements.- 1 . Energy Management System upgrades at City Hall and the Community Center; 2. HVAC Unit Replacements at City Hall and the Community Center; 3. HVAC Unit Refurbishments at City Hall and the Community Center; 4. Interior/Exterior LED Lighting Efficiency Upgrades at City Hall, the Community Center, 2nd Street Parking Garage, Corporate Yard, Campbell Museum, Ainsley House and various park sites; 5. Duct work sealing at City Hall; and 6. LED Lighting Retrofit Upgrades of remaining non -LED City -owned streetlights; and WHEREAS, the cost of the project was originally estimated at $4,065,049, and WHEREAS, Syserco and City staff identified two primary external funding sources: PG&E On -Bill Financing and a loan from the California Energy Commission as resources for the project; and WHEREAS, in February 2020, the City Council authorized the City Manager to enter into an Energy Services contract with Syserco Energy Solutions to provide turnkey services for the proposed "Energy Conservation Upgrades and Infrastructure Improvements" (ESCO) project in an amount not to exceed $4,065,049; and approved the application for funding through the California Energy Commission's Energy Efficiency Loan program, authorizing the City Manager to accept a loan up to $1,638,168; and WHEREAS, staff approved a change order in the amount of $112,611 which resulted in additional funding to the project in the amount of $122,611 through the PG&E On -Bill Financing program; and WHEREAS, in October 2020, the City Council authorized a budget adjustment recognizing the increase in costs, the increase in funding from PG&E, and a reduction in City funds required to complete the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby accepts the improvements constructed by Syserco Energy Solutions for the Energy Conservation Upgrades and Infrastructure Improvement Project No. 21-00 and directs the City Engineer to file the Notice of Completion.
