CC Resolution 12917 - Amending the classifcation and salary planRESOLUTION NO. 12917 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the City Council may, from time to time, by resolution, change the compensation of employees of said City, and may, by resolution, adopt salary and wage scales; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the revision of the class specification for Recreation Program Coordinator and Police Officer. TYPICAL DUTIES Plan, schedule, implement and evaluate a variety of division programs which may include special interest classes, recreation programs, special events, trips and excursions, holiday events, aquatics programs, Community Center rentals, field allocations, fitness activities, sports leagues Youth Commission and summer camps; may recruit, select, train, supervise and evaluate temporary part time and seasonal personnel; schedules use of facilities and assists with registration; works with other agencies and community groups to develop programs; develops public information and publicity material and other related informational materials; prepares written reports and maintains records; may supervise use of departmental equipment and facilities; and performs other related duties as required. EMPLOYMENT STANDARDS Education and Experience: Education and Graduation from an accredited college or university with major work. Experience i n recreation/leisure services or closely related field. Responsible experience related to the assigned program area is desirable. (Experience closely related to assigned program area may be substituted on a year for year basis for up to two years of the required education. A minimum of 60 semester units towards a recreation/leisure services or closely related degree would still be required.) Knowledge of: Basic recreation programming principles; effective organizational and leadership techniques; good interpersonal and public relations skills. Ability to: Organize and conduct recreational activities; work with a variety of community groups and the general public; determine program needs and demands; speak and write effectively; work with a minimum of supervision; prepare and maintain records and reports. Possession of: Valid California Driver's License. License or Certificate: Proof of the following certification is required no later than the end of the six- month probationary period: Certification in CPR, AED, and First Aid When assigned to the aquatics division proof of the following certification is required no later than the end of the six-month probationary period or six months after assignment: Certification in Red Cross Lifeguard Special Requirements: Typical duties require the following physical abilities and work environment: General office environment, attend meetings at various sites within and away from the City, and have the availability to work off -hour shirts and events as required; sit and/or stand for long periods of time, repetitive keyboarding; reach, squat, lift, and carry up to 40 pounds; mobility to lead groups in activities, ability to work outdoors in a variety of weather and temperature conditions; vision to read printed materials and a computer screen hearing and speech to communicate in person and over telephone and/or computer. '91,'97, `22 CITY OF CAMPBELL POLICE OFFICER DEFINITION Updated: December 6, 2022 Under supervision, to perform law enforcement and crime prevention work; to control traffic flow, and enforce State and local traffic regulations, to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs; to perform a variety of technical law enforcement tasks, and to do other work as required. TYPICAL DUTIES Enforces Federal, State and Municipal laws and ordinances; performs patrol duties in cars, on motorcycles or bicycles, and on foot as required; enforces State and local traffic laws to regulate traffic, and investigates accidents; answers calls for service and the protection of life and property; makes arrests as required and testifies in court; performs crime prevention duties and community relations activities; collect, preserve, and present evidence using scientific identification techniques, interview victims, complainants, and witnesses, serve warrants and subpoenas within the department and with outside agencies; provide functional guidance to clerical staff involved in warrant processing; keep up-to-date on laws and procedures required for processing warrants; Transport prisoners; retrieve and request information involving arrests and subpoenas; submit reports on complaints and perform other work related to the processing of misdemeanor and felony complaints; interfaces with all City departments to insure the utmost service to the citizens of Campbell; prepares reports; services and maintains departmental equipment; may relieve or assist Records or Communications personnel; administer first aid as necessary. EMPLOYMENT STANDARDS Education & Experience: Completion of 60 semester units or 90 quarter units from an accredited college or university. (college units must be completed at time of application) Completion of a POST approved basic academy. No experience required. Ability to: Learn laws of arrest and pertinent local, State and Federal laws and reasonably interpret the technical concepts of law; use and care for firearms; remember names, faces, numbers, incidents, and places, and judge situations and persons accurately; work on own initiative without exacting supervision; learn to operate special equipment such as motorcycles and bicycles; communicate utilizing standard police radio broadcasting procedures; follow oral and written instructions; prepare complete and accurate reports; establish and maintain effective public relations, and work cooperatively with others; maintain impartiality, transparency, and make accurate observations; demonstrate leadership and control in volatile, rapidly changing environment, function effectively under stress; exercise good judgment; read and comprehend legal documents, law enforcement manuals, and court decisions; read standard street and highway maps; follow instructions; function effectively under stress; project authority; observe accurately; perform repeated strenuous physical exertion; write reports and correspondence; communicate effectively orally; communicate with all types of people; and meet State of California POST medical and physical standards for law enforcement personnel. Possession of: Valid California Driver's License Must hold a current and valid Basic certificate from POST, except for provisional employment for up to 24 months of individuals awaiting certification.
