A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES
AGREEMENT WITH THE GORDIAN GORUP TO PERFORM A FACILITIES INVENTORY
AND CONDITION ASSESSMENTS OF ALL CITY -OWNED BUILDINGS AND
STRUCTURES, AND DISPENSE WITH THE BIDDING REQUIREMENTS AS SPECIFIED
BY THE CAMPBELL MUNICIPAL CODE SECTION 3.20.030(6) FOR SPECIALIZED
SERVICES
WHEREAS, public agencies have implemented asset management programs that
incorporate the use of condition assessments, routine and preventative maintenance, and
improvement projects to extend the useful life of its resources and amenities; and
WHERAS, a detailed condition assessment is an integral tool in the development of an
asset management program to inspect current conditions, develop preventive maintenance
plans, prioritize needs, and identify resources and opportunities for future project
implementation; and
WHEREAS, the Public Works Department - Maintenance Division has a need to develop
an asset management program for assistance with evaluating, maintaining, and
implementing improvements for over more than 450,000 combined square feet across
twenty-six City -owned buildings and structures; and
WHEREAS, before developing and implementing an asset management program, staff will
need to complete an inventory and condition assessment of all City buildings and
structures; and
WHEREAS, staffing, resource, and funding constraints have historically limited staff's
ability to perform a condition assessment of all City facilities and their related operations;
and,
WHEREAS, staff was recently presented with information gathered by the Santa Clara
County Fire District regarding the City's Sunnyoaks Fire Station #2 that prompted
discussions with the Santa Clara County Fire Department and identified the Gordian Group
as the service provider who conducted the facility assessment; and
WHEREAS, the City's membership with Sourcewell, a government purchasing cooperative,
has been active since 2017 and includes Gordian Group in its network of pre -qualified
vendors; and
WHEREAS, Sourcewell regularly evaluates service providers for public agencies with
competitive pricing options; and
WHEREAS, the City's participation in such a cooperative agreement allows the City to
purchase goods and services, with the same pricing; and,
WHEREAS, the City may dispense with bidding procedures under the provisions of the
Campbell Municipal Code Section 3.20.30(6); and
WHEREAS, staff subsequently contacted Gordian Group with details of the City's buildings
and structures for interest in performing similar condition assessments on all the City's
facilities along with other associated services; and
WHEREAS, Gordian Group submitted a proposal that includes an inventory and condition
assessment of all associated assets, installation of barcodes on all assets (to better track
maintenance activities) and development of preventive maintenance plans for each asset
type; and
WHEREAS, Gordian has provided a discounted fee in line with the City's Sourcewell
membership for a total proposed cost of $109,618-1 and
WHEREAS, staff estimates that Gordian Group will commence condition assessments in
January 2023 and be completed by June 2023.
NOW, THEREFORE, the Council of the City of Campbell hereby resolves as follows:
The City Manager or designee is authorized to execute an agreement with the Gordian
Group to perform an inventory and condition assessment of all City -owned building and
structures with the information to be used in the development of a facilities asset
management program.
