A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CAMPBELL AUTHORIZING NEGOTIATION
OF A CONTRACT FOR THE AINSLEY HOUSE MOVE AND BASEMENT AND
FOUNDATION CONSTRUCTION
WHEREAS, the City Council finds that:
1. On September 19, 1989, the City Council approved the plans and budget
for the relocation and renovation of the Ainsley House for use as the
Campbell Historical Museum.
2. The Ainsley House is in excellent condition with extensive
craftsmanship work of the day which may not be able to be replaced or
repaired should it be damaged.
3. The moving of the Ainsley House will require extremely specialized
services in order to prevent damage to it, prevent damage to the City
infrastructure including two bridges on Hamilton Avenue, and
successfully place it on a new basement and foundations.
4. Specialized engineering will be required by the mover to prepare the
house for the move, including designing the frame for the move,
bracing of chimneys, lifting the sunroom off the slab, and other
engineering to prevent damage to it.
S. Specialized engineering and specialized equipment will be required to
distribute the extreme load of the house and moving equipment to
safely move the house over the Los Gatos Creek Bridge and the bridge
over Highway 17.
6. Specialized engineering and loading skills will be necessary to obtain
a permit from CALTRANS to cross the Highway 17 bridge.
7. Specialized engineering skills will be necessary to design and
construct the foundations and basement in such a way so as to allow
the Ainsley House to be placed over it.
8. An experienced house mover with the above skills and a proven track
record of moving historic structures and other oversized and over
weight structures over bridges is necessary to successfully carry out
this project.
9. A competitive bid on this project could result in a less experienced
moving contractor causing costly repairs to the house and the City
infrastructure.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Campbell hereby finds that the contract for the moving of the Ainsley
House and construction of foundations and basement calls for specially
trained and experienced persons for special services in engineering
matters and that the nature of the subject would be unavailing or would
not produce an advantage, and the advertisement for competitive bids would
thus be undesirable, impractical or impossible and thus not best serve the
public interest.
