A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT
2016 MEASURE B BICYCLE & PEDESTRIAN PLANNING STUDIES COMPETITIVE
GRANT PROGRAM GRANT APPLICATION FOR THE HAMILTON
AVENUE/HIGHWAY 17 BICYCLE OVERCROSSING STUDY
WHEREAS, the Santa Clara Valley Transportation Authority (VTA) has issued a call for
projects for the 2016 Measure B Bicycle & Pedestrian Planning Studies Competitive Grant
Program; and
WHEREAS, the 2016 Measure B Bicycle & Pedestrian Planning Studies Competitive
Grant Program is funded by 2016 Measure B half -cent sales tax revenues; and
WHEREAS, the grant program requires a minimum ten percent local match; and
WHEREAS, the Hamilton Avenue/Highway 17 interchange has high -volume, high-speed
traffic traveling onto freeway on -ramps; and
WHEREAS, Hamilton Avenue east of Salmar Avenue has no bicycle lanes or shoulders.
Hamilton Avenue would benefit from modifications to reduce or eliminate conflicts
between motorists and bicyclists; and
WHEREAS, the Hamilton Avenue/Highway 17 Bicycle Overcrossing Planning Study
would evaluate how best to improve bicycle and pedestrian mobility across State Route
17 near the existing Hamilton Avenue bridge; and
WHEREAS, the goal of the study would be to develop feasible alternatives, assess the
impacts of each alternative, and determine a preferred alternative to carry forward to final
design; and
WHEREAS, staff recommends the Hamilton Avenue/Highway 17 Bicycle Overcrossing
Planning Study be submitted as a project to compete for 2016 Measure B Bicycle &
Pedestrian Planning Studies Competitive Grant Program funds; and
WHEREAS, on January 19, 2023, the Campbell Bicycle and Pedestrian Advisory
Committee voted in support of the City's pursuit of a Measure B grant to prepare a
planning study for the Hamilton Avenue/Highway 17 Bicycle Overcrossing Project; and
WHEREAS, the project is estimated to cost $360,000; and
WHEREAS, a minimum 10% local match is required; and
WHEREAS, a maximum number of points for local match scoring can be earned with a
local match of 30% or more; and
WHEREAS, staff recommends that the City Council approve the maximum 30% local
match for Hamilton Avenue/Highway 17 Bicycle Overcrossing Planning Study grant
application since the grant application process will be highly competitive; and
WHEREAS, $580,000 in American Rescue Plan Act (ARPA) funds is available to serve
as the local match since the One Bay Area Grant (OBAG) grant application for the
Campbell Priority Development Area (PDA) Enhancements Project was unsuccessful;
and
WHEREAS, should a 2016 Measure B Bicycle & Pedestrian Planning Studies
Competitive Grant Program grant be awarded for the Hamilton Avenue/Highway 17
Bicycle Overcrossing Planning Study, a budget adjustment would be required to provide
the 30% local match.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that
the Public Works Director is hereby authorized to submit a 2016 Measure B Bicycle &
Pedestrian Planning Studies Competitive Grant Program grant application for the
Hamilton Avenue/Highway 17 Bicycle Overcrossing Planning Study; and
BE IT FURTHER RESOLVED that the City of Campbell will provide a 30 percent local
match for the project should 2016 Measure B Bicycle & Pedestrian Planning Studies
Competitive Grant Program funds be awarded to the City of Campbell; and
BE IT FURTHER RESOLVED that the City Council authorizes the use of $108,000 in
ARPA funds to serve as the local match; and
BE IT FURTHER RESOLVED that the City Council approves the budget adjustment
allocating $108,000 in ARPA funds to the Hamilton Avenue/Highway 17 Bicycle
Overcrossing Planning Study and related transfers should the project be awarded 2016
Measure B Bicycle & Pedestrian Planning Studies Competitive Grant Program funds.
