A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE COMMUNITY DEVELOPMENT DIRECTOR TO SUBMIT A
PRIORITY DEVELOPMENT AREA (PDA) PLANNING GRANT APPLICATION
WHEREAS, on December 1, 2022, the Metropolitan Transportation Commission
(MTC) announced a Call for Projects for Priority Development Area (PDA) Planning
Grants, and informed local jurisdictions of a February 23, 2023 deadline for submittals
of Applications, as well as grant requirements including compliance with the Transit
Oriented Communities Policy; and
WHEREAS, the MTC PDA grant funding may be used for three types of planning
activities including preparing, amending, or implementing plans; and
WHEREAS, the City of Campbell has established a Priority Development Area
(PDA) in Campbell entitled the Central Redevelopment Area PDA; and
WHEREAS, the Draft 2040 General Plan ("Envision Campbell") contemplates the
creation of a Hamilton Avenue Precise Plan, with a planning area that would extend
along the Hamilton Avenue corridor, east and west of the Highway 17 interchange;
and
WHEREAS, a primary objective of the Hamilton Avenue Precise Plan would be
to identify new transportation improvements that would support future development
within the planning area; and
WHEREAS, under the Draft 2023 Housing Element ("Campbell's Plan for
Housing"), the City has identified several housing opportunity sites within the identified
Hamilton Avenue Precise Plan Area (up to 1,500 units total), the majority of which are
planned for high density residential development under a "Transit -Oriented Mixed Use"
land use designation of 75 dwelling units per acre; and
WHEREAS, the MTC PDA Planning Grant would fund preparation of the Hamilton
Avenue Precise Plan which is substantially located within the Central Redevelopment
Area PDA; and
WHEREAS, the preparation of the Hamilton Avenue Precise Plan will act to
support the development of transit -oriented housing development around the Hamilton
Avenue Light Rail station and will identify improvement to help facilitate safe access
to the light rail station, including crossing Highway 17; and
WHEREAS, staff estimates the cost of this effort to be $400,000 where the
maximum grant award for the preparation of a specific, precise.. or similar plan eligible
under the MTC PDA grant funding application is 1.2 million; and
WHEREAS, the development of a Hamilton Avenue Precise Plan meets the MTC
PDA grant application requirements for preparing a precise plan and through its
development would further the implementation of the Draft General Plan and Housing
Element.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell
authorizes the Community Development Director to submit a Planned Development Area
Planning grant application to MTC for the Hamilton Avenue Precise Plan.
