BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE COMMUNITY DEVELOPMENT DIRECTOR TO SUBMIT A
SUSTAINABLE TRANSPORTATION PLANNING GRANT APPLICATION
WHEREAS, in December, 2022, the California Department of Transportation
(Caltrans) announced a Call for Projects for the Sustainable Transportation Planning
Grants, and informed eligible agencies of a March 9, 2023, deadline for submittal of
Applications, as well as the grant requirements;
WHEREAS, the Sustainable Transportation Planning grant includes a
Sustainable Communities Competitive Category where funding may be used for
preparing local multimodal transportation planning projects;
WHEREAS, the Draft Environmental Impact Report ("DEIR") for the 2040
Envision General Plan ("General Plan") identified that development buildout under the
General Plan would result in significant environmental impacts associated with Vehicle
Miles Traveled ("VMT") and Greenhouse Gas Emissions ("GHG").
WHEREAS, the General Plan identifies policies and programs to reduce the
significant VMT and GHG environmental impacts, including Policy T-1 i, which states
"Prepare a multimodal improvement plan to support buildout of the General Plan,
update the City's Capital Improvement Plan (CIP) to include, as appropriate, the
identified improvements, and create and adopt a multimodal transportation impact fee
(TIF) program to provide funding for the remaining improvements."
WHEREAS, the Caltrans Sustainable Transportation Planning Grant would fund
preparation of a citywide multimodal improvement plan in compliance with Policy T-1 i
of the General Plan;
WHEREAS, the preparation of a citywide multimodal improvement plan meets
the Caltrans Sustainable Transportation Planning Grant application requirements;
WHEREAS, staff estimates the cost of this effort to be $650,000 and is applying
for grant funding of $574,500, where the maximum grant award for the preparation of
an eligible project under the Sustainable Transportation Planning grant funding
application is $700,000; and
WHEREAS, staff recommends use of ARPA funds to provide the required
minimum 11.47% local match of $75,600 to support the workplan.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell
authorizes the Community Development Director submit a Sustainable Transportation
Planning grant application to Caltrans for the citywide multimodal improvement plan.
