CC Resolution 12946 - Accept a Landscape Conservation Rebate from Valley WaterRESOLUTION NO. 12946 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL TO AUTHORIZE THE CITY MANAGER TO ACCEPT VALLEY WATER'S LANDSCAPE CONVERSION REBATE AND EXECUTE A DROUGHT -TOLERANT LANDSCAPE PROJECT FOR THE TURF CONVERSION OF FIVE CORRIDORS AT THE CAMPBELL COMMUNITY CENTER WHEREAS, on July 8, 2021, California Governor Gavin Newsom extended his previous drought proclamation to include Santa Clara County and called for a 15 percent reduction in water usage collectively among all localities within the County's jurisdiction; and WHEREAS, on August 3, 2021, the City Council implemented Stage 3 of the City's Potable Water Use Restrictions, CMC 8.34.022; and WHEREAS, on June 10, 2022, the California State Water Resources Control Board adopted an emergency regulation restricting the use of potable water on `non-functional' turf at commercial, industrial, and institutional sites, prompting the City to shut off irrigation at sites that met the State's `non-functional' turf specifications; and WHEREAS, the Community Center was one of the City's larger sites to be impacted by these irrigation restrictions, affecting both the quality and overall appearance of those turf - based recreational areas; and WHEREAS, to mitigate these impacts, the City applied for a Landscape Conversion Rebate assessment through Valley Water to implement drought -resistant improvements throughout five locations at the Community Center; and WHEREAS, on January 12, 2023, Valley Water confirmed that the five locations at the Community Center are eligible for the Landscape Conversion Rebate, offering a $2 per square foot rebate to be applied towards the related improvement costs with no local match required; and WHEREAS, should the City accept the rebate proceed with improvements, the project's mulch and compost will also be credited towards the City's 2023 calendar year procurement target for organic materials as required by SB 1383; and WHEREAS, the total cost of the proposed improvements is approximately $141,134, with $94,800 in estimated labor costs to be covered by funding previously allocated (and currently available) in the Park Maintenance Operating Budget for such improvements; and WHEREAS, the remaining balance of approximately $46,334 in supplies, materials, and equipment -related costs will be funded predominantly by way of the reimbursement issued from Valley Water on behalf of the City's participation in the Landscape Conversion Rebate program, estimated at $35,916, with the balance coming from the Parks Maintenance Operating Budget; and WHEREAS, the conversion of these sites to a more drought -tolerant landscape will save 50 to 60 percent in water usage and generate approximately $5,100 in annual cost savings for the City; and WHEREAS, these long-term savings will serve to offset the project implementation costs while creating capacity within the City's future budget for use on other park -related maintenance needs and/or improvement projects. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby authorize the City Manager to accept Valley Water's Landscape Conversion Rebate and authorizes the execution of a drought -tolerant landscape conversion project at five corridors located throughout the Campbell Community Center.
