A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE ACCEPTANCE OF STATE HOMELAND SECURITY GRANT
PROJECT FUNDS; AUTHORIZING THE CITY MANAGER TO ENTER INTO A
MEMORANDUM OF UNDERSTANDING (MOU) WITH THE COUNTY OF SANTA
CLARA REGARDING THE USE OF THOSE FUNDS, DISPENSE WITH BIDDING
PROCEDURES AS SPECIFIED IN CAMPBELL MUNICIPAL CODE (CMC) SECTION
3.20.030(7), AND AWARD AND EXECUTE AN AGREEMENT WITH AT&T FOR THE
PURCHASE OF FIRSTNET COMPACT RAPID DEPLOYABLE (CRD) EMERGENCY
COMMUNICATIONS EQUIPMENT; AND AUTHORIZING A CORRESPONDING
BUDGET ADJUSTMENT.
WHEREAS, the Campbell Police Department applied for State Homeland Security
Project Grant funds through the Santa Clara County Office of Emergency Management
for the purchase of a Compact Rapid Deployable (CRD) for FirstNet and was awarded
grant funds in the amount of $76,386-1 and
WHEREAS, The CRD is a mobile and deployable cellular tower and satellite unit
that would provide cellular and WI-Fi internet coverage anywhere, at any time; and
WHEREAS, The CRD is a regional asset that can be used to provide connectivity
to emergency personnel in the event of natural or manmade disasters in the region; and
WHEREAS, The CRD covers a gap in connectivity redundancy for the Campbell
Police Department's 911 center and other web based platforms.
WHEREAS, AT&T FirstNet is the only vendor capable of providing the equipment
and services required by the City and the purchase of equipment and services it is
recommended to dispense with bidding procedures under Campbell Municipal Code
(CMC) Section 3.20.030 (7).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Campbell that the City accepts grant funds in the amount of $76,386 from the State
Homeland Security Grant Project; authorizes the City Manager to enter into a
Memorandum of Understanding (MOU) with Santa Clara County regarding the use of the
funds, dispense with bidding procedures as specified in Campbell Municipal Code (CMC)
Section 3.20.03(7), and award and execute an agreement with AT&T for the purchase of
FirstNet Compact Rapid Deployable (CRD) Emergency communications equipment; and
authorizes a corresponding budget adjustment attached and incorporated by reference.
