CC Resolution 12953 - Climate Adaptation Planning Grant ApplicationRESOLUTION NO. 12953 BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE COMMUNITY DEVELOPMENT DIRECTOR TO SUBMIT A CLIMATE ADAPTATION PLANING APPLICATION WHEREAS, in December 2022, the California Office of Planning and Research (OPR) announced a Call for Projects for the Climate Adaptation Planning Grants, and informed eligible agencies of a March 31, 2023, deadline for submittal of applications, as well as the grant requirements; WHEREAS, the Climate Adaptation Planning grant funding may be used for preparing climate action plans that address climate adaptation, - WHEREAS, the City Council has identified as a Council Priority the preparation of a climate action plan for the City as identified in the FY 2023 Budget and during the February 16, 2023 Council priority setting session. WHEREAS, the Draft Environmental Impact Report ("DEIR") for the 2040 Envision General Plan ("General Plan") identified that development buildout under the General Plan would result in significant environmental impacts associated with Greenhouse Gas Emissions ("GHG"). WHEREAS, the General Plan identifies policies and programs to reduce the significant GHG environmental impacts, including Policy COS-10.c which states "Prepare a Climate Action Plan that establishes GHG reduction targets that are consistent with Statewide GHG reduction goals, and includes an implementation program to achieve the reduction targets. Periodically review and update the Plan as necessary to achieve the GHG reduction targets specified in the Plan. WHEREAS, the Climate Adaptation Planning Grant would partially fund preparation of a climate action plan, addressing both GHG reduction and climate adaptation / resilience strategies; WHEREAS, the preparation of a climate action plan meets the Climate Adaptation Planning Grant application requirements; WHEREAS, staff estimates the cost of this effort to be up to $300,000 and is applying for grant funding of $150,000, where the maximum grant award for the preparation of an eligible project under the Climate Adaptation Planning grant funding application is $650,000; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell authorizes the Community Development Director submit a Climate Adaptation Planning grant application to OPR for the climate action plan.
