CC Resolution 12954 - Safe Routes to School Maps ProjectRESOLUTION NO. 12954 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE CITY MANAGER TO AWARD THE CONTRACT AND EXECUTE THE AGREEMENT FOR CONSULTANT SERVICES FOR THE CAMPBELL SAFE ROUTES TO SCHOOL MAPS PROJECT WHEREAS, the Santa Clara Valley Transportation Authority (VTA) Bicycle & Pedestrian Education and Encouragement (Bike/Ped E&E) Program covers activities and the development and distribution of materials that are designed and intended to satisfy the following goals: 1) promote, educate, and/or encourage safe walking or bicycling for residents or visitors of every age and ability; 2) communicate to residents and visitors the benefits of walking and bicycling; 3) communicate to school children, residents, and visitors the rights and responsibilities of pedestrians, bicyclists, and motorists. t; and WHEREAS, the Campbell Safe Routes to School (SRTS) Maps Project would create school route maps for elementary and middle schools in Campbell Union School District (CUSD); and WHEREAS, the first phase of this project would include Castlemont Elementary School, Forest Hill Elementary School, and Rolling Hills Elementary School; and WHEREAS, consultant services are needed to engage the various stakeholders, perform school walking and bicycling/rolling audits, survey travel choices, engage school officials and parents, and prepare maps and web tools; and WHEREAS, at the time the project's Request for Proposals (RFP) was prepared, the cost estimate was below the $50,000; and WHEREAS, based on the City's Purchasing Policy, consultant services up to $50,000 require three informal quotations/bids; and WHEREAS, on January 3, 2023, the Public Works Department issued an RFP and solicited proposals from three bidders; and WHEREAS, on January 27, 2023, the City received only one proposal; and WHEREAS, the lone proposal was from Alta Planning + Design, Inc.; and WHEREAS, Alta's cost proposal was $70,510—an amount that exceeds the $50,000 threshold for informal bids; and WHEREAS, under Section 3.20.091 (Requests for Proposals [RFP]) of the Campbell Municipal Code, the City may retain consultant services at a fee more than $50,000 only by approval of the City Council; and N WHEREAS, staff is requesting that the City Council accept the results of the initial advertisement of the project to avoid delays of readvertising the project; and WHEREAS, staff is also requesting authorization to award the contract and enter into a consultant services agreement with Alta Planning + Design Inc.; and WHEREAS, the City has accumulated approximately $119,000 in 2016 Measure B Bike/Ped E&E Program funds in Project 22-00; and WHEREAS, this amount is sufficient to cover the cost of consultant services and staff costs; and WHEREAS, staff has executed cost -share agreements with the City of San Jose and Town of Los Gatos for amounts not to exceed $25,000 for San Jose and $11,000 for Los Gatos; and WHEREAS, the cost -shares will abate project expenditures, and WHEREAS, no local match is required for the use of 2016 Measure B Bike/Ped E&E Program funds. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that the City Manager is hereby authorized to award the contract to and execute the consultant services agreement with Alta Planning + Design, Inc. for an amount not to exceed $70,510.
