A RESOLUTION OF THE COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE
CITY MANAGER TO EXECUTE A PURCHASE AGREEMENT WITH TESCO
CONTROLS FOR THE PURCHASE OF 12 TESCO MODEL 2000VA BATTERY BACKUP
SYSTEMS, IN AN AMOUNT NOT TO EXCEED $90,000, FOR INSTALLATION AT
TWELVE SIGNALIZED INTERSECTION LOCATIONS THROUGHOUT THE CITY; AND
DISPENSE WITH BIDDING REQUIREMENTS AS SPECIFIED IN CAMPBELL
MUNICIPAL CODE SECTIONS 3.20.030 (7) (8)
WHEREAS, the City of Campbell has 45 signalized intersections that are operated by a controller
cabinet that delivers the necessary signal components to ensure the safe flow of traffic; and
WHEREAS, the controller cabinets are powered by a shared electrical system that connects to
other utilities and/or buildings in the surrounding area; and
WHEREAS, should this shared system experience a power loss, the controller cabinet would cease
to maintain proper signal operations for that intersection; and
WHEREAS, to decrease the probability of an auto and/or pedestrian -related accident, each
signalized intersection should be equipped with a battery backup system to maintain signal
operations until power is restored; and
WHEREAS, staff has analyzed the traffic volume of the City's 45 signalized intersection locations
and generated a priority list of these locations based on highest to lowest daily traffic averages;
and
WHEREAS, staff selected the Tesco 2000VA battery backup system for its compatibility with the
existing Tesco equipment in most of the City's controller cabinets and to provide flexibility and a
more robust system in the event of a power loss; and
WHEREAS, staff's procurement strategy incorporates the purchase of the related equipment in
smaller quantities and installations in the order of the locations listed in order from highest to lowest
priority; and
WHEREAS, since the effort began, 17 controller cabinet upgrades have been completed, with an
additional 7 systems purchased (and received), which are currently being installed at the next
locations on the priority list; and
WHEREAS, equipment still needs to be purchased and installed at the remaining 21 locations on
the priority list; and
WHEREAS, at this time, staff is recommending the purchase of 12 additional battery backup
systems, for approximately $90,000, to perform the necessary controller cabinets upgrades at the
next locations on the priority list; and
WHEREAS, all equipment and labor -related costs for the proposed upgrades of the 12 controller
cabinets are covered by funding available from the FY 2023 Operating Budget for Signals and
Lighting Maintenance (Program 770).
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Campbell hereby
authorizes:
1. The City Manager of the City of Campbell to execute a purchase agreement with Tesco
Controls, for twelve (12) Tesco Model 2000VA Battery Backup Systems, in the not -to -exceed
amount of $90,000, for installation at twelve signalized intersection locations throughout the
City; and
2. Dispense with bidding requirements as authorized in Campbell Municipal Code Sections
3.20.030 (7) (8), for the purchase of equipment that can only be obtained from one vendor
and/or when the City Council, by majority vote, determines that dispensing of such bidding
requirements is in the best interest of the public and shall prescribe the appropriate purchasing
method(s) to be used in its place.
