CC Resolution 12971 - Consultant Services Agreement with Maze & AssociatesRESOLUTION NO. 12971 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE CITY MANAGER TO APPROVE AND EXECUTE A CONSULTANT SERVICES AGREEMENT WITH MAZE & ASSOCIATES FOR INTERIM FINANCE MANAGER SERVICES, DISPENSE WITH BIDDING REQUIREMENTS UNDER SECTION 3.20.030(4) OF THE CAMPBELL MUNICIPAL CODE (CMC), AND AUTHORIZE A CORRESPONDING BUDGET ADJUSTMENT WHEREAS, the City's Finance Manager has been selected to lead the Finance Department of a nearby agency starting the end of April and will have his last day with the City of Campbell on April 26, 2023; and WHEREAS, this leaves the City with a significant leadership and technical Accounting gap in its Finance Department for the next several months; and WHEREAS, staff recommends engaging Maze & Associates, a highly respected audit and accounting services firm, to provide interim Finance Manager services in an amount not to exceed $163,000 from end of April to end of September 2023, with contractual costs offset by an estimated $78,000 in vacancy savings for the soon to be vacant Finance Manager position; and WHEREAS, Maze & Associates previously provided similar and high quality services to the City of Campbell in 2019 and is able to provide these services once more; and WHEREAS, due to the due to the critical nature of the position, remaining staff capacity, and limited other options in the municipal Finance field able to fully meet the needs of the City in the immediate future, staff recommends dispensing with bidding requirements under Section 3.20.030(4) of the Campbell Municipal Code (CMC), which states that bidding procedures may be dispensed with when: The city seeks the special services, consultation or advice in financial, economic, accounting, engineering, legal, administrative or other matters from persons specially trained, experienced and competent to perform the special services required.; and WHEREAS, to partially cover additional contractual costs of $82,000 in FY 2023, staff recommends utilizing $39,000 in vacancy savings and programming any remaining contractual costs and vacancy savings into the FY 2024 Proposed Budget to be introduced to City Council on May 16, 2023; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby authorize the City Manager to approve and execute a Consultant Services Agreement with Maze & Associates for Interim Finance Manager Services (shown as Exhibit 1 and incorporated by reference) and authorizes a corresponding budget adjustment (shown as Exhibit 2 and incorporated by reference).
