BEING AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CAMPBELL AMENDING TITLES 1 ANd 18 OF THE
CAMPBELL MUNICIPAL CODE TO ADOPT THE MOST RECENT
ADDITIONS OF THE UNIFORM ADMINISTRATIVE CODE,
UNIFORM BUILDING CODE, UNIFORM CODE FOR THE
ABATEMENT OF DANGEROUS BUILDINGS, UNIFORM PLUMBING
CODE, UNIFORM HOUSING CODE, AND UNIFORM MECHANICAL
CODE.
The City Council of the City of Campbell does ordain as
follows:
SECTION ONE: Section 1.01.010 the Campbell Municipal Code,
Revised, is hereby amended to read as follows:
1.01.010 Adoption --Incorporated Codes: Uniform
Administrative Code; Uniform Building code; Uniform Building Code
Standards; Uniform Plumbing Code; Uniform Mechanical Code;
National Electric Code; Uniform Fire Code. Pursuant to the
Provisions of Sec. 50022.1 through 50022.8 and 50022.10 of the
California Code Annotated, there is adopted the "Campbell
Municipal Code, Revised" as published by Book Publishing Company,
Seattle, Washington, together with those secondary codes adopted
by reference as authorized by the California State Legislature,
save and except those portions of the Secondary codes as deleted
or modified by the provisions of the "Campbell Municipal Code,
Revised." Incorporated codes include:
(a) Uniform Building Code, 1988 Edition, Volume 1;
(b) Uniform Plumbing Code, 1988 Edition;
(c) Uniform Code for the Abatement of Dangerous
Buildings, 1988 Edition;
(d) Uniform Mechanical Code, 1988 Edition;
(e) National Electric Code, 1987 Edition, as published
by the National Fire Prevention Association;
(f) Unif-orm Fire Code, 1985 Edition;
(g) Uniform Administrative Code, 1988 Edition;
(h) Uniform Housing Code, 1988 Edition;
save and except those portions of the preceding codes as are
deleted, modified or amended by provisions of the "Campbell
Municipal Code, Revised." From and after the effective date of
the ordinance codified herein, the "Campbell Municipal code,
Revised" shall constitute the penal and regulatory ordinances of
the City of Campbell, California. (Ord. 1692 Sec. 1, 1988; Ord.
1619 Sec. 1 (part), 1986: Ord. 800 Sec. 1, 1971).

SECTION TWO: Chapter 18.02 of the Campbell Municipal Code,
Revised, is amended as follows:
(A) Section 18.02.010 is amended to read:
18.02.010 Adoption of the Uniform Administrative Code. The
City Council adopts a Uniform Administration Code to serve as
the administrative organizational and enforcement rules and
regulations for technical codes which regulate building,
plumbing, electrical, mechanical, housing and swimming pools
within this jurisdiction.
All of the provisions of the Uniform Administrative Code of
1988 as published by the International Conference of Building
Officials, hereinafter termed the "Administrative Code" and each
and all of the regulations, provisions, penalties, conditions and
terms of such Administrative code (one copy of which code has
been filed for use and examination by the public in the office of
the city clerk) are referred to and are adopted and made a part
hereof, the same as if fully set forth in this chapter, and are
adopted as sections of this chapter bearing the same numerical
sections, designations, titles, as appear in the Administrative
Code. (Ord. 1692 Sec. 2 (1), 1988; Ord. 1533 (part), 1984: Ord.
1292 (part), 1980).
(B) Section 18.02.020 is amended to read:
18.02.020 Portions not adopted. The following sections,
chapters, parts and/or provisions of the Administrative Code are
not adopted: Sections 304 (b) and (c); Tables 3A, 3B, 3C, 3D,
3E, 3F, 3G 3H (Ord. 1533 (part), 1984: Ord. 1292 (part), 1980).
18.02.020 Portions modified. The following sections are
either enacted in modification of the Uniform Administrative Code
adopted by reference in Section 18.02.010 or are added in place
of those sections, parts and/or provisions of the Uniform
Administrative Code which have not been adopted:
(1) Delete the definition approved under Section 105 and
substitute "Approved, as to materials, types of construction,
equipment and system tested and listed by an approved agency.
The City grants approval only as a means of proceeding."
(2) An additional sentence is added to Section 205, to
read: "For penalty clause, see Section 18.50.010 of the Campbell
Municipal Code."
(3) An additional sentence is added to section 305 (d), to
read: "Approvals of the Building Department are granted to
proceed and are not necessarily for code compliance. See Section
105 Uniform Administrative Code." (Ord. 1533 (part), 1984; Ord.
1292 (part) , 1980) .

(C) Sections 18.02.031 through 18.02.036, inclusive, are
hereby deleted.
(D) Section 18.02.040 is hereby amended to read:
Section 18.02.040. Fee Schedules. In place of the fee
schedules set forth in Tables 3-A through 3-H of the Uniform
Administrative Code, the City Council shall established all fees
by Resolution.
(E) Sections 18.02.042 through Section 18.02.048,
inclusive, are hereby deleted.
(F) Section 18.02.050 is hereby amended to read:
18.02.050. Exemption from Fees. Owners of single-
family dwellings and accessory buildings that conform to the
permitted uses in an R1 zoning district, regardless of the
current zoning of the property, which is their principal place of
residence, are exempt from building permit fees for
reconstruction of a building which was damaged or destroyed by
earthquake, fire, flood, or other cause over which the owner had
no control (provided that compliance with any building code or
other ordinance requirement of the city or any other applicable
law shall not be deemed a cause over which the owner has no
control), provided there are no additional square feet of floor
area. (Ord. 1692 Sec. 2 (6) , 1988) .
(G) A new section, numbered 18.020.060 is added to read:
18.02.060. Hours of construction - Time and noise
limitations. Construction activity shall be permitted between
the hours of 8:00 a.m. and 5:00 p.m. daily Mondays through
Fridays. Saturday hours of operation shall be between 9:00 a.m.
and 4:00 p.m. There shall be no construction activity on Sundays
or national holidays.
No loud environmentally disruptive noises over 50 dbs.,
such as air compressors without mufflers, continuously running
motors or generators, loud playing musical instruments, radio,
etc. will be allowed where such noises may be a nuisance to
adjacent residential neighborhoods.
Exception: (1) Construction activity is permitted
for homeowner permits when the work is being performed by the
owner of the property provided no construction activity is
conducted prior to 6:00 a.m. or after 7:00 p.m. Mondays through
Saturdays and between 8:00 a.m. and 6:00 p.m. on Sundays or
national holidays.
(2) Where emergency conditions exist, construction
activity may be permitted at any hour or day of the week. Such
emergencies shall be completed as rapidly as possible to prevent
any disruption to the residential neighborhoods."

SECTION THREE: Chapter 18.04 of the Campbell Municipal Code,
Revised, is amended as follows:
(A) Section 18.04.010 is amended to read:
18.04.010 Adoption of Uniform Building Code. The city
council adopts a Uniform Building Code for the regulation of
construction, altering, renovating and remodeling of buildings
and structures, the issuance of permits therefor and enforcement
thereof which building code is as follows:
All of the provisions of the Uniform Building Code of 1988
of the International Conference of Building Officials,
hereinafter termed the :"Building Code", and each and all of the
regulations, provisions, penalties, conditions and terms of such
building code (one copy of which code has been filed for use and
examination by the public in the office of the city clerk) are
referred to and are adopted and made a part hereof, the same as
if fully set forth in this chapter, and are adopted as sections
of this chapter bearing the same numerical sections,
designations, tittles as appear in the building code. (Ord. 1692
Sec. 2(7), 1988; Ord. 1533 (part), 1984: Ord. 1292 (part), 1980:
Ord. 1213 (part), 1978; Ord. 964 Sec. 1 (part), 1974: Ord. 823

(B) Section 18.04.020 is amended to read:
18.04.020. Portions not adopted. The following
chapters, parts or provisions of the Uniform Building Code are
not adopted: Table 3A, Appendices 1 and 32.
(C) Section 18.04.030 is amended to read:
18.04.030 Modification. No modification have been
adopted to the provisions of the Uniform Building Code.
(D) Section 18.04.050 is amended to read:
18.04.050 Building code requirements. Any camp car
and/or trailer, as defined in Section 18.04.040, shall constitute
the same as a dwelling for purpose of the requirements of the
California State Division of Housing. (Ord. 1292 (part), 1980:
Ord. 823 (part), 1971: Ord. 764 Part I(part), 1971: prior code
sec. 8100.4(2)).
SECTION FOUR: Chapter 18.08 of the Campbell Municipal Code,
Revised, is amended as follows:
(A) Section 18.08.010 is amended to read:

18.08.010 Adoption of Uniform Plumbing Code. The city
council adopts a Uniform Plumbing Code for the regulation of
installation of plumbing fixtures and appliances, gas fixtures
and appliances and to provide for the issuance of permits thereof
and enforcement of the code which plumbing code is as follows:
All of the provisions of the International Association
of Plumbing and Mechanical Officials Uniform Plumbing Code of
1988 hereinafter termed the "plumbing code" and each and all of
the regulations, provisions and terms of such plumbing code (one
copy of which has been filed for use and examination of the
public in the office of the city clerk) are referred to and are
made a part of this chapter, the same as if fully set forth in
this chapter and are adopted as sections of this chapter bearing
the same numerical sections, designations, titles as appear in
the plumbing code. (Ord. 1692 Sec. 2 (9), 1988; Ord. 1533
(part), 1984: Ord. 1292 (part), 1980: Ord. 1213 (part), 1978:
Ord. 964 sec. 1 (part) , 1974: Ord. 764 Part II (part) (1) , 1971:
prior code Sec. 8101(1)).
(B) Section 18.08.020 is amended to read:
18.08.020 Portions not adopted. The following parts,
sections and/or provisions of the Plumbing Code are not adopted:
The first two sentences of section 20.3; all of section 20.7; and
Appendices E, and G.
(C) Section 18.08.030 is amended to read:
18.08.030 Modifications. The following sections are
either enacted in modification of the Uniform Plumbing Code,
adopted by reference in Section 18.08.010, or are added in place
of those sections, parts, and/or provisions of the Uniform
Plumbing Code which have not been adopted:
(1) Special fixtures and specialties, Paragraphs (d),
(e), and (f) are added to Section 906 of the 1988 Uniform
Plumbing Code to read as follows:
to (d) Tank -type toilets: No new commercial building,
industrial building, hotel, motel, apartment house, or dwelling
shall be constructed which employs a tank -type water closet that
uses more than an average of 3 1/2 gallons of water per flush.
No addition to, or renovation of an existing commercial building,
industrial building, hotel, motel, apartment house, or dwelling
shall be constructed which employs a tank -type water closet that
uses more than an average of 3 1/2 gallons of water per flush
unless compliance with the requirements of this Section would
require substantial modification of the existing plumbing system.
A standard flush toilet may be allowed when, in the opinion of
the Building Official, the configuration of the building drainage
system requires a greater quantity of water to adequately flush
the system.

"Tank -type water closets having a tank capacity in
excess of 3 1/2 gallons but equipped with devices that reduce
average water consumption to no more than 3 1/2 gallons per
flush, shall be deemed in compliance with this Section.
"Tank -type toilets and water consumption reducing
devices hereinabove required shall be of a type approved by the
State of California Housing and Community Development Department.
"(e) Faucets: Sink faucets, tray faucets, and
lavatory faucets installed in new residential, commercial, and
industrial construction shall of a type, or shall be equipped
with an aerator, which allows a flow of no more than 3 1/2
gallons per minute.
"(f) Shower: Showers, including shower heads over
bathtubs, installed in new residential construction shall
equipped with valves and/or shower heads which allow a flow of no
more than four (4) gallons per minute." (Ord. 1533 (part), 1984;
Ord. 1292 (part), 1980: Ord. 1119, 1977).
(D) Section 18.08.041 and 19.08.044 are hereby deleted.
SECTION FIVE: Chapter 18.12 of the Campbell Municipal Code,
Revised, is amended as follows:
(A) Section 18.12.010 is amended to read:
18.12.010 Adoption of Uniform Mechanical Code. The
city council adopts a Uniform Mechanical Code for the regulation
and installation of any heating, ventilating, comfort cooling,
refrigeration systems, providing for the issuance of permits
therefor and administration thereof which Uniform Mechanical Code
is as follows:
All of the provisions of the Uniform Mechanical Code of
1988 as published by the International Association of Plumbing
and Mechanical Officials and the International Conference of
Building Officials, hereinafter termed the mechanical code, and
each and all of the regulations, provisions, penalties,
conditions and terms of such mechanical code (one copy of which
code has been filed for use and examination by the public in the
office of the city clerk) are referred to and are adopted and
made a part of this chapter, the same as if fully set forth in
this chapter, and are adopted as sections, designations, titles
as appear in the mechanical code. (Ord. 1692 Sec. 2 (10) , 1988;
Ord. 1533 (part), 1984: Ord. 1292 (part), 1980: Ord. 1213
(part), 1978: Ord. 964 Sec. l(part), 1974: Ord. 764 Part III
(part) (1), 1971: prior code Sec. 8102(1)).
(B) Section 18.12.010 is amended to read:

18.12.020 Portions not adopted. The following parts,
sections and/or provisions of the Uniform Mechanical Code are not
adopted: Section 304 (b) and (c); and Table 3A.
SECTION SIX: Chapter 18.16 of the Campbell Municipal Code,
Revised, is amended as follows:
(A) Section 18.16.030 is amended to read:
18.16.030 Modifications. The following sections are
either enacted in modification of the National Electrical Code
adopted by references in Section 18.16.010, or are added in place
of those sections, parts and/or provisions of the National
Electrical Code which have not been adopted: None.
(B) Section 18.16.040 is hereby deleted in its entirety.
SECTION SEVEN: Chapter 18.20 is amended as follows:
(A) Section 18.20.010 is amended to read:
18.10.010 Adoption of Uniform Housing Code. The city
council adopts a Uniform Housing Code for the regulation of
various types of housing accommodations, and providing for the
administration and enforcement thereof, which Uniform Housing
Code is as follows:
All of the provisions of the International Conference
of Building Officials' Uniform Housing Code of 1988 hereafter
called housing code, and each and all of the regulations,
provisions, penalties, conditions and terms thereof (one copy of
which has been filed for use and examination by the public in the
office of the city clerk), are referred to and are adopted and
made a thereof, the same as if fully set forth in this chapter,
and are adopted as sections of this chapter (bearing the same
numerical sections designations and titles as appear in the
Uniform Housing Code). (Ord. 1692 Sec. 2(13), 1988; Ord.
1533(part), 1984: Ord. 1292 (part), 1980: Ord. 1213 (part),
1978; Ord. 964 Sec. 1 (part), 1974: Ord. 764 Part V, 1971: prior
code Sec. 8104.
(B) Section 18.20.020 is amended to read:
18.20.020 Portions not adopted. The following
sections, chapters, parts and/or provisions of the Uniform
Housing Code are not adopted: None.
(C) Section 18.20.040 is added to read:
18.20.040. Utility Meters. No parcel or lot located
in an R-1 zoning district shall have more than one utility meter
for each utility servicing the parcel or lot.

SECTION EIGHT: Chapter 18.24 of the Campbell Municipal Code,
Revised, is amended as follows:
(A) Subsection (j) of section 18.24.010 is amended to read:
(j) Steps and Stairways. Steps and stairways for
entering leaving the pool shall be of such construction as to
minimize danger. Convex, semicircular or triangular steps shall
have rounded corners. Public and semi-public pools shall meet
all physically handicapped requirements of California State Title
24.
There shall be at least one stairway, or ladder for
exiting or entering the pool, located in the shallow end. There
may be at least one ladder or shelf for entering or exiting the
pool at the deep end. Treads of ladders and/or steps shall be of
nonslip construction.
(B) Section 18.24.070 is amended to read:
18.24.070 Permit fees. Fees for the issuance of a
permit to construct and/or enclose a spa, pool or outside body of
water in the city, shall be as is set forth by Resolution of the
City Council.
SECTION NINE: Chapter 18.28 of the Campbell Municipal Code,
Revised, is amended as follows:
(A) Subsection (5) of section 18.28.080 is amended to read:
(5) Proof of Public liability insurance in the amount
of not less than one million dollars.
(B) Subsection (4) of Section 18.29.090 is amended to read:
(4) Proof of public liability insurance in the amount
of not less than one million dollars.
SECTION TEN: Chapter 18.36 of the Campbell Municipal Code,
Revised, is amended by amending section 18.36.010 to read as
follows:
18.36.010 Adoption of house numbering master plan.
There is adopted a certain master plan for the city, county of
Santa Clara, State of California, which plan is entitled 'House
Numbering and Building Numbering Plan," the plan consisting of a
Uniform system of house and building numbers for the city as
shown upon the map attached to Ordinance No. 94 which is on file
with the city clerk. (Prior code Sec. 9200).

Approved numbers or addresses shall be place on all new and
existing buildings in such a position as to be plainly visible
and legible from the street or road fronting the property. Said
numbers shall contrast with their background and be no smaller
than 4" in height.
