CC Resolution 12974 - Rescinding Stage 3 and Enacting Stage 1 of City's Drought MeasuresRESOLUTION NO. 12974 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL TO RESCIND STAGE 3 AND ENACT STAGE 1 OF THE DROUGHT MEASURES AS DEFINED BY THE CAMPBELL MUNICIPAL CODE CHAPTER 8.34 IN ACCORDANCE WITH RECENT WATER SUPPLY UPDATES WHEREAS, on June 9, 2021, The Santa Clara Valley Water District (Valley Water) declared a water shortage emergency condition in Santa Clara County and called for a 15% reduction in water usage County wide as compared to 2019 usage, 33% of 2013 usage -land WHEREAS, on June 23, 2021, Campbell's water retail supplier, San Jose Water Company, supported Valley Water's call for water conservation and implemented Stage 3 of the agency's Water Shortage Contingency Plan; and WHEREAS, on July 8, 2021, California Governor Gavin Newsom extended his previous drought proclamation to include Santa Clara County; and WHEREAS, on August 3, 2021, the City of Campbell City Council enacted Stage 3 of the City's Drought Measures in correspondence with the State's water conservation goal; and WHEREAS, on March 24, 2023, as a result of water supply changes, Governor Newsom ended the call for water conservation across the State; and WHEREAS, on April 11, 2023, Valley Water rescinded its mandatory water shortage stage and continued to leave specific water restrictions in place; and WHEREAS, San Jose Water Company subsequently ended its drought allocation and surcharge program, and enacted Stage 1 potable water use restrictions; and WHEREAS, staff has evaluated the current water conservation policies from both Valley Water and San Jose Water Company and has identified the City's Stage 1 Drought Measures to be consistent with these polices. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby as follows: The City of Campbell City Council rescinds Stage 3 and enacts Stage 1 Drought Measure as defined in Chapter 8.34 of the Campbell Municipal Code to correspond with the Actions of Governor Newsom, Valley Water, and San Jose Water Company: PASSED AND ADOPTED this 2nd day of May, 2023 by the following roll call vote: AYES: Councilmembers: Lopez, Scozzola, Furtado, Landry, Bybee NOES: Councilmembers: None ABSENT: Councilmembers: None APPROVED: a�� ztlj��_ Anne Bybee, Mayor ATTEST: Q Andrea San rs, City Clerk
