A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE
ISSUANCE OF A REQUEST FOR PROPOSALS (RFP) FOR DESIGN CONSULTANT SERVICES
FOR THE HAMILTON AVENUE RESURFACING PROJECT (NO. 23-BB), THE PUBLIC WORKS
DIRECTOR TO NEGOTIATE THE TERMS OF THE CONSULTANT SERVICES AGREEMENT, AND
CITY MANAGER TO EXECUTE SAID AGREEMENT
WHEREAS, the purpose of the City's Annual Street Maintenance Program is to ensure an equitable
distribution of limited paving resources to address the critical maintenance needs of roads throughout
the City; and
WHEREAS, as an arterial street, Hamilton Avenue is programmed in the Capital Improvement Program
(CIP) for fiscal years 2023 through 2025 for pavement resurfacing; and
WHEREAS, specialized equipment, software tools, and pavement expertise are required to analyze
the existing pavement structure and conditions to help identify the most appropriate treatment to
improve street conditions and extend its useful life; and
WHEREAS, Title II of the Americans with Disability Act requires projects with pavement alterations
(such as street resurfacing), to include the installation of ADA-compliant curb ramps as designated by
the project specifications; and
WHEREAS, staff has identified five intersections along Hamilton Avenue that will require some form of
modification to the existing traffic signal equipment, and topographic surveys of these intersections, to
facilitate their design; and
WHEREAS, specialized surveying equipment, personnel, and appropriate traffic control are necessary
to ensure a safe and adequate collection of data; and
WHEREAS, the cost of the proposed design consultant services is $450,000 and has already been
programmed in the Fiscal Year 2023 Annual Street Maintenance CIP budget for Hamilton Avenue
Resurfacing Project (No. 23-BB).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
authorizes: 1) the issuance of the RFP for design consultant services of the Hamilton Avenue
Resurfacing Project (No. 23-1313); 2) the Public Works Director to negotiate the terms of the Consultant
Services Agreement; and 3) the City Manager to execute said Agreement.
