BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
HEREBY APPROVES CONTRACT AMENDMENTS FOR BUREAU VERITAS
NORTH AMERICA, INC. (BVNA), O'BRIEN CODE CONSULTING, INC. (OCC),
WEST COAST CODE CONSULTING (WC3), AND TRUE NORTH COMPLIANCE
SERVICES (TNC) FOR (A) CONSULTANT SERVICES TO SUPPORT BUILDING
DIVISION WITH PLAN CHECK AND BUILDING INSPECTION SERVICES AND (B)
AUTHORIZES THE CITY MANAGER TO AMEND, NEGOTIATE, MODIFY AND
EXECUTE FUTURE CONTRACT AMENDMENTS WITH THE SELECTED
CONSULTING FIRMS FOR A TWO YEAR TERM, AS NEEDED, IN AN AMOUNT
NOT TO EXCEED A COMBINED TOTAL OF $1,000,000 FOR ADOPTED
CONTRACTS.
WHEREAS, in order to maintain the level of service and ensure the safety of the residents in the
community through the verification and assurances that applications are compliant with health
and safety regulations as outlined in California Administrative Code and California Code of
Regulations, Title 24 s; and
WHEREAS, the City seeks the special services, consultation or advice in building code plan check
matters from persons specially trained, experienced and competent to perform the special
services required, -
WHEREAS, the City has recognized the need for third party assistance in performing services
which may require review and analysis when existing department staff due not possess the
required technical certifications to conduct the review or analysis; and
WHEREAS, the City Council reviewed and approved the issuance of Request for Quote (RFQ)
to assist the Community Development Department's Building Division to provide California
Building and Municipal code compliant plan check services for the safety of the community; and
WHEREAS, on February 1,2023, the City entered agreements with Bureau Veritas North
America, Inc. (BVNA), O'Brien Code Consulting, Inc. (OCC), West Coast Code Consulting (WC3),
and True North Compliance Services (TNC) to provide Building Plan Check services; and
WHEREAS, the City would like to utilize all services offered by Bureau Veritas North America,
Inc. (BVNA), O'Brien Code Consulting, Inc. (OCC), West Coast Code Consulting (WC3), and/or
True North Compliance Services (TNC) to provide Building Inspection services; and
WHEREAS, Bureau Veritas North America, Inc. (BVNA), O'Brien Code Consulting, Inc. (OCC),
West Coast Code Consulting (WC3), and/or True North Compliance Services (TNC) have the
expertise to provide Building Plan Check and Building Inspection services; and
WHEREAS, the terms of the existing contract agreements entered into on February 1, 2023 allow
for an initial two-year agreement with an option to extend two consecutive six (6) month periods;
and
WHEREAS, the City recognizes that a combined total contract amount of $1,000,000 for Building
Plan Check and Building Inspection services is needed to sustain business continuity on pace
with goals and objectives outlined within the adopted 2040 General Plan and 2023-2031 Housing
Element; and
WHEREAS, the City Council authorizes a combined total of $1,000,000 for adopted contracts;
and
WHEREAS, the City Council approves the adopted contracts and respective contract
amendments for Bureau Veritas North America, Inc. (BVNA), O'Brien Code Consulting, Inc.
(OCC), West Coast Code Consulting (WC3), and/or True North Compliance Services (TNC) to
provide Building Plan Check and Building Inspection services; and
WHEREAS, the City Council authorizes the City Manager to negotiate or modify the contract
service agreements contract obligations to reflect the service needs of plan check and building
inspection service needs as warranted; and
WHEREAS, the terms allow the contract agreements to be amended in writing.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
approves contract amendments for Bureau Veritas North America, Inc. (BVNA), O'Brien Code
Consulting, Inc. (OCC), West Coast Code Consulting (WC3), and/or True North Compliance
Services (TNC) for (a) consultant services to support building division with plan check and building
inspection services and (b) authorizes the City Manager to amend, negotiate, modify and execute
future contract amendments with the selected consulting firms for a two year term, as needed, in
an amount not to exceed a combined total of $1,000,000 for adopted contracts as set forth in
Exhibit A.

This Amendment to Contract Services Agreement (hereinafter "Amendment") amends the Consultant
Services Agreement (hereinafter "Agreement') to establish Building Plan Check Services for the City of
Campbell originally entered into on the I" day of February 2023, by and between the City of Campbell (a
Municipal Corporation, hereinafter referred to as "City") and Bureau Veritas North America, Inc. (BVNA),
a Delaware Corporation. (a California Corporation, hereinafter referred to as "Consultant').
As provided for under the terns of this Amendment, the City and Consultant agree to amend the following
provisions of the Agreement as follows:
• Compensation. The compensation under Section 3.1 has a maximum contract obligation amount of
$200,000 with a listed contract term of two years. Included as Exhibit 1 is the Consultant Services
Agreement, the maximum contract obligation amount shall be repealed and replaced with a
$100,000 max contract obligation as noted in this Amendment.
All other terms and conditions as set forth in the Agreement shall remain in effect.
Signature Warranty:
The undersigned are authorized to represent and enter into this Amendment on behalf of the Consultant.
This Amendment to the Consultant Services Agreement shall become effective upon its execution by the
City, in witness whereof, the parties have executed this Amendment the day and year first written above.
