A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE ISSUANCE OF A SPECIAL EVENT PERMIT TO THE
DOWNTOWN CAMPBELL BUSINESS ASSOCATION FOR THE
HISTORIC DOWNTOWN CAMPBELL CLASSIC CAR SHOW
WHEREAS, after due consideration of all the evidence presented the City
Council did find as follows:
1. The event sponsor, the Downtown Campbell Business Association
(DCBA) is a local civic, non-profit institution;
2. The dates and hours of operation for the event shall be as follows:
Saturday, July 8th 9:00 a.m. — 3:00 p.m.
3. The event will be located along Campbell Avenue between Railway
Avenue and Third Street and utilize the cross streets between Civic
Center and Orchard City Drive and the two public parking lots on the north
side of Orchard City Drive and First Street;
4. The event will consist of a classic car show limited to 160 cars, music, and
a kid zone with jump houses and a petting zoo;
5. Beer and wine will be sold from DCBA member businesses to adults
showing acceptable proof of age and will be consumed in easily
identifiable cups;
WHEREAS, that the Downtown Campbell Business Association has requested
that Permit fees be reduced to a not -to -exceed amount of $5,500 for the event;
and
WHEREAS, staff will use ARPA funds to subsidize the City's cost for staffing the
event; and
WHEREAS, based on the foregoing findings of fact, the City Council further finds
and concludes:
1. The Special Event will not disrupt to an unreasonable extent, the
movement of traffic or create any safety hazard as a result of such
other traffic being stopped or diverted;
2. Sufficient Police service can be provided to assure proper traffic
control and the orderly conduct of the special event;
3. The streets and roads over which the Special Event will be conducted
are sufficient size and construction to safely accommodate the number
of participants and the size, height and weight of any vehicles or
equipment participating in the event;
4. The Special Event will not interfere with any other public events to be
conducted on the same day;
5. The Special Event is not likely to cause injury to persons or property or
create an unreasonable disturbance of the peace;
6. The cumulative impact of this Special Event will not create an undue
strain on public resources;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Campbell. -
A. Does hereby grant a Special Event Permit to the Downtown Campbell
Business Association to hold the Historic Downtown Campbell Classic
Car Show at the location set forth in the findings of this Resolution,
subject to the following conditions of approval; and
B. Limits the permit fees to be charged to the Downtown Campbell Business
Association to an amount not -to -exceed $5,500-1 and
C. Authorizes the use of ARPA funds to cover any expenses to the City from
the event that are not covered by the permit fees.
Conditions of Approval
1. That all cars participating in the event leave the event footprint by 3:30
p.m. and not return until the streets are re -opened for regular use;
2. Any purchaser of alcohol who appears to be 25 years of age or younger
shall be required to furnish proper identification to prove that they are 21
years of age or older. Sales of beer and wine will only occur with the
issuance of a Sales License from the California Department of Alcoholic
Beverage Control. Any alcoholic beverage purchased at the event will be
consumed or disposed of prior to the patron leaving the event footprint;
3. DCBA businesses who obtain an ABC alcohol permit be limited to sell
beer and wine in easily identifiable plastic logo cups approved by the
police department from 11:30 a.m. to 2:30 p.m.
4. At 2:30 p.m., the DCBA businesses who sell alcohol from 11:30a.m. to
2:30 p.m. must cease all alcohol sales, to include normal sales, for a
period of one hour from 2:30 p.m. to 3:30 p.m..
5. No outside vendors are allowed at the event.
6. The DCBA shall staff no less than 18 volunteers to help control, direct,
and monitor the event in easily identifiable matching shirts.
7. The DCBA is required to empty trash bins on either side of Campbell
Avenue, or provide their own trash receptacles, and ensure sidewalks and
other public spaces are clean and free of debris generated by the event
and its attendees.
8. The applicant shall be subject to the insurance requirements set forth in
Chapter 11.30 of the Campbell Municipal Code;
9. The event shall comply with all applicable policies and ordinances of the
City of Campbell;
