NOTICE TO PROPERTY OWNERS
We are pleased to send you this packet of information concerning the proposed
adoption of the Second Amended and Restated Central Campbell Redevelopment
Plan. . The members of the City Council, Planning Commission, . interested
citizens groups, and City staff have been working on this project for over a
year and are pleased to see the process near completion.
The latest equalized property tax roll indicates , that you own property within
the proposed amended Project Area boundaries. This Notice is being sent to
you by certified mail in compliance with State law.
In 1983 the Campbell Redevelopment Agency (the "Agency's piepared and adopted
a Redevelopment Plan and established the Central Campbell Project Area. As
indicated on the attached map, the redevelopment project area encompasses 260
acres in and around downtown Campbell. The purpose of the Redevelopment Plan
is to help revitalize downtown Campbell and eliminate blight. Through
redevelopment, funding is provided for projects that otherwise would not be
possible.
Since 1983, redevelopment funding has been used to purchase the former
Campbell High School for use as the Campbell Community Center and help
relocate the Ainsley House for use as the Campbell *Historical Museum. Just
getting underway , is the construction of downtown streetscape improvements
(landscaping, paving, lighting,. etc.) which will beautifydowntown. This
project is being funded totally by redevelopment. In addition, redevelopment
is contributing substantially to a Local Improvement District in the Railwayy,
Dillon, Gilman Avenue , area which will fund the construction of desperately
needed street improvements (curbs, gutters, sidewalks, street paving) in this
area. Redevelopment is also providing assistance to bring a Home Depot store
to the former Hamilton School site on Hamilton Avenue.
At this time the following amendments to the redevelopment plan are proposed:
(1) to expand the Central Campbell Redevelopment Project Area to include the
McGlincey Lane Amendment Area (please refer to attached map for location
of the already existing Project Area and the McGlince Lane Amendment Area
that is proposed to be added to the Project Area at this time;
(2) to add specific Agency activities to assist � redevelopment of the McGlincey
Lane area including: the conversion of private streets to public streets;
the installation of storm drains, water lines and traffic control
improvements; assistance with private development projects; possible
development of a new City and Campbell Union School District maintenance
yard; and the provision of various other infrastructure improvements; and

JOINT PUBLIC HEARING ON
THE SECOND AMENDED AND RESTATED
CENTRAL CAMPBELL REDEVELOPMENT PLAN
AND THE FINAL ENVIRONMENTAL IMPACT REPORT
PREPARED THEREFOR
NOTICE IS HEREBY GIVEN that the City Council of the city .of Campbell
the "City Council') and the City of Campbell Redevelopment Agency (the
Agency") will hold a joint public hearing on Tuesday, May 5, 1992 at 7:30
p m., or shortly thereafter, in the City Council Chambers, located at 70
North First Street, Campbell, California. The hearing may be continued
from time to time until completed. Any person _ desiring the opportunity to
be heard will be afforded an opportunity to do so.
The purpose of the hearing is to consider the proposed amendments to
the First Amended and Restated Central Campbell Redevelopment Plan (the
'Redevelopment Plan"). The proposed amendments will be incorporated in
the Redevelopment Plan in the form of the Second Amended and Restated
Central Campbell Redevelopment Plan (the "Amended Plan"). . The Amended
Plan authorizes the continued undertaking of a redevelopment project
within the boundaries of the Central Campbell Redevelopment Project Area
(the 'Project Area") pursuant to the California Community Redevelopment
Law. A further purpose of the hearing is to consider the certification of
the Environmental Impact Report (the 'RIR") for the Amended Plan prepared
pursuant to State Law.
The purpose of the amendments in the proposed Amended Plan are as
follows:
(1) to expand the Central Campbell Redevelopment Project Area to include
the McGlincey Lane Amendment Area (please refer to attached map for
location of the alreadyexisting Project Area and .the McGlincey Lane
Amendment. Area that is proposed to be added to the Project Area at
this time);
(2) to add specific Agency activities to assist redevelopment of the
McGlincey Lane area including: the conversion of private streets to
public streets; the installation of storm drains, water lines and
traffic control improvements; assistance with private development
projects; possible development of a new City and Campbell Union School
District maintenance yard; and the provision of various other
infrastructure improvements; and
(3) to revise the fiscal- limits allowed under the Redevelopment Plan to
finance the cost of the described new redevelopment activities in the
McGlincey Lane Amendment Area and the increased cost of previously
approved redevelopment activities in the already existing Project
Area.
