A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL .
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT VEHICLE REGISTRATION
FEE (VRF) PROGRAM GRANT APPLICATIONS FOR THE CITYWIDE ITS ENHANCEMENTS
PHASE 2 PROJECT
WHEREAS, the Santa Clara Valley Transportation Authority (VTA) has issued a call for projects
for the fourth cycle of the Vehicle Registration Fee Intelligent Transportation Systems (VRF ITS)
projects; and
WHEREAS, the VTA Board has made available a total of $1.5 million in Vehicle Registration Fee
(VRF) revenue to Intelligent Transportation System (ITS) projects; and
WHEREAS, the purpose of this program is to fund ITS projects that implement technological
improvements that provide an immediate benefit to motorists who pay the vehicle registration fee;
and
WHEREAS, the minimum grant request is $250,000, and the maximum grant request is $500,000
for VRT ITS funds, and
WHEREAS, the Citywide ITS Enhancements Phase 2 Project would 1) install a fiber connection
at Winchester Boulevard/Campbell Avenue; 2) install emergency vehicle preemption equipment
on Winchester Boulevard at Camden Avenue and Hacienda Avenue, respectively; 3) synchronize
traffic signals on West Hamilton Avenue across San Tomas Expressway; 4) install battery backup
systems and enclosures at twelve traffic signals without backup batteries; 5) replace traffic signal
controllers at 35 signalized intersections; 6) replace countdown pedestrian signals throughout the
City; and
WHEREAS, the preliminary cost estimate to design and construct the Citywide ITS
Enhancements Phase 2 Project is $500,000; and
WHEREAS, the VRF program requires no local matching funds.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell, that the
Public Works Director is hereby authorized to.submit a Vehicle Registration Fee (VRF) Program
Grant Application for the Citywide ITS Enhancements Phase 2 Project.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute a funding
agreement with the VTA for this project should the VTA award a VRF ITS grant to the City.
