CC Resolution 13029 - Reclassifying the Finance Manager Classification to a Assistant Finance DirectorRESOLUTION NO. 13029 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL APPROVING THE RECLASSIFICATION OF THE FINANCE MANAGER CLASSIFICATION TO ASSISTANT FINANCE DIRECTOR CLASSIFICATION AND SALARY PLAN WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal Code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, Section 2.16.010 of the Campbell Municipal Code requires that salaries and wages of all employees of the City be fixed by ordinance or resolution and; . WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. Serves as acting Director in the absence of the Finance Director. TYPICAL DUTIES Assists in managing and directing the operational activities of the Finance Department; assists in developing department goals, objectives, polices, procedures, and work standards; assists in the development and implementation of policies and procedures; develops and implements the department's work plan in coordination with the Finance Director and other department staff; assigns work activities, projects and programs; monitors workflow; reviews and evaluates work products, methods and procedures; assists in preparing the Finance Department's budget; assists in Citywide budget and CIP development implementation; participates in the forecast of funds for staffing, equipment, materials and supplies; administers the approved budget and CIP;. recommends the appointment of personnel; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures as required; maintains discipline and high standards necessary for the efficient and professional operation of the department;. oversees selection, configuration and implementation of computer software systems and related equipment used in Finance Department and City-wide financial operations and reporting; plans, organizes, coordinates, and performs complex statistical and financial analysis and prepares financial and management reports; works with internal and external audit staff and other City staff in review of accounting and operational systems and controls; recommends changes to improve systems and control procedures as well as operational and performance improvements; determines whether financial transactions are properly accounted for and fairly presented, policies laws, and regulations are compiled with, assets are safeguard against loss, resources are managed in an economical and efficient manner, records and procedures are adequate to accomplished objectives, and desired results and benefits are achieved and objectives are met; serves in the absence of the Finance Director; represents the department to outside groups and organizations; participates in outside community and professional groups and committees.; provides technical assistance as necessary; builds and maintains positive working relationships with co-workers, the City Council; and other City employees and the public using principles of good customer service; makes presentations to the City Council, City Executive staff, various commissions, committees, and groups, and other Est. 07/23 meetings as required; administers selected major projects as determined by the Finance Director; and performs other related duties as required. EMPLOYMENT STANDARDS Experience and Experience: Equivalent to a Bachelor's degree from an accredited college or university, with major course work in finance, accounting, business administration or a related field. Five years of increasingly responsible professional -level experience in management of accounting, finance, or budgeting activities in a municipal or governmental environment, including two years of management responsibility. Public sector auditing experience, a Certified Public Accountant (CPA) certification, a Certified Public Finance Officer (CPFO) certification, or similar, and /or a Master's degree in business, public administration, or a related field is desirable and may be substituted for the required professional -level experience up to a maximum of one year. Knowledge of: Principles and practices of municipal finance including governmental fund accounting, budget, auditing, and/or billing operations and applicable computer software management and reporting systems; principles and practices of leadership, motivation, team building and conflict resolution; pertinent local, State and Federal rules, regulations, and laws; principles and practices of organizational analysis and management; principles and practices of supervision, training and personnel management. Ability to: Assist in managing and directing operational activities of the Finance Department; on a continuous basis, analyze budget, CIP, and technical reports; interpret and evaluate staff reports; prepare- and present clear and well - organized written and oral reports to City Council, City Administration, and others as required; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy; on a continuous basis, sit at desk and in meetings for long periods of time. Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and Est. 07/23 communicate through written means; and lift or carry weight of 10 pounds or less; independently carry out complex accounting and auditing work and apply accounting principles and techniques to practical accounting, auditing,, financial reporting, and financial situations; prepare and administer a budget and CIP; coordinate, supervise, direct, train and evaluate personnel; interpret and explain department policies and procedures; work independently as needed to manage projects and personnel; analyze complex problems, evaluate alternatives, make sound, well -structured recommendations, and implement recommendations in support of goals; prepare complex financial reports and analysis; gain cooperation through discussion and persuasion; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
