CC Resolution 13031 - Amendment to the Classification and Salary Plan - Unhoused SpecialistRESOLUTION NO. 13031 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AMENDING THE CLASSIFICATION AND SALARY PLAN TO INCLUDE THE NEW CLASSIFICATION OF LIMITED TERM UNHOUSED SPECIALIST, ADDING A 1.0 FULL-TIME EQUIVALENT (FTE) TO THE CITY'S APPROVED POSITION LIST FOR UNHOUSED SPECIALIST, AND IMPLEMENTING A CORRESPONDING BUDGET ADJUSTMENT TO SHIFT FUNDS FROM CONTRACTUAL SERVICES TO SALARY AND BENEFITS ACCOUNTS. WHEREAS, The City Manager is required by Section 2.12.030 of the Campbell Municipal code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the City Council may, from time to time, by resolution, change the compensation of employees of said City, and may, by resolution, adopt salary and wage scales; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. WHEREAS, to ensure the successful implementation of the adopted Housing Element, the Unhoused Specialist classification will play a pivotal role; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve 1) the adoption of a new job description for the Unhoused Specialist position, recognizing the importance of this role in addressing the city's housing -related initiatives. 2) The establishment of a new salary range for the Unhoused Specialist position, commensurate with the responsibilities and qualifications required for this crucial role. 3) The addition of a 1.0 full-time equivalent (FTE) to the City's approved position list for Unhoused Specialist. 4) A corresponding budget adjustment to shift funds from contractual services to salary and benefits accounts. TYPICAL DUTIES Conducts street outreach, intake interviews, assessments, and develops case plans inclusive of all needs, including but not limited to, housing, employment, benefits, substance abuse and/or mental health treatment, and meets with clients as needed; engages in system -wide case conferencing and coordination efforts with team members; meets participants both in the office and in the field for community -based service delivery; maintains consistent contact with clients to remain informed on clients' progress and needs, and provides direct and indirect assistance with financial management, crisis resolution, employment and benefits, advocacy, and other services as needed; provides community engagement, and on -call and after-hours services as needed; assists participants with securing appropriate permanent housing through housing search, application assistance, and other supportive services; complies with Health Insurance Portability and Accountability Act (HIPAA) standards and confidentiality; gathers information regarding available services within the community; collaborates with the County departments, Community Based Organizations, Faith Based Community, and others to connect participants to community resources; works with individual landlords/site managers to address client tenancy and provide mediation, educates participants in tenant rights resources, and their responsibilities in tandem with the City's rent dispute mediation administrator;; coordinates encampment and safe parking engagement and service response on private and public property and conducts related follow up and evaluation of program outcomes; maintains a safe and secure environment for all participants; collects and maintains thorough and accurate records; maintains a caseload of program participants, including both short- and longer -term enrollments; reports any suspected cases of abuse and neglect in accordance with state -mandated reporting laws; communicates messages, strategies, and resources for hygienic practices to unsheltered individuals for improved quality of life and cleaner creek corridors; collects information on barriers to healthy living in the unsheltered community and identifies and executes projects to eliminate identified barriers; participates in ongoing analysis of and program alignment with industry best practices, and proactively improves the quality of program services; coordinates with Police Department staff; and performs other related duties as required. EMPLOYMENT STANDARDS Experience and Experience: Equivalent to a Bachelor's degree from an accredited college or university, with major course work in social work, psychology, or a related field. Two years of experience providing homeless services that included direct contact with unhoused community members. Knowledge of: Basic knowledge of Housing and social services available to unhoused individuals; applicable Federal, State and . local laws concerning homelessness; regulatory codes, ordinances, procedures relevant to social services programs, such as those designed to improve/provide housing, education, employment, or socio-economic status; techniques for engaging with people with diverse socio-economic backgrounds and implementing conflict resolution; working knowledge of social, economic, and political issues relevant to unhoused individuals; trends in the field of homeless and social services;, principles and practices. of performing needs assessments; program development, implementation, management and evaluation; conflict resolution and problem solving techniques; community outreach, advocacy and public education; resources and requirements to acquire private and governmental funding. Ability to: Work with people of diverse socio-economic backgrounds; communicate effectively and develop and maintain effective working relationships with unhoused community members; provide hands on instruction in basic living and financial skills; develop relationships with community partners and outside agencies; travel to various sites in the City to complete work activities and work outdoors in a variety of weather and atmospheric conditions, including visiting encampments, creeks, homeless safe park, and other locations frequented by unhoused residents; visit remote areas that are may be hidden by brush and trees. on occasion work irregular hours, shifts or weekends as required; assess community needs and evaluate programs using outcome data to determine effectiveness of program components and recommend program modifications as necessary; establish and coordinate program services, policies, and procedures to ensure compliance with federal, state, and local regulations, and best practices; exercise sound judgement and political astuteness in complex situations; develop creative and effective solutions to challenging problems and issues; coordinate activities across multiple City departments and other agencies; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work; occasionally lift and move up to 30 pounds. .
