BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AMENDING THE BOUNDARIES OF THE CENTRAL CAMPBELL
REDEVELOPMENT AREA PRIORITY DEVELOPMENT AREA (PDA), RENAMING
THE CENTRAL CAMPBELL REDEVELOPMENT AREA PRIORITY
DEVELOPMENT AREA (PDA) THE CENTRAL CAMPBELL PRIORITY
DEVELOPMENT AREA (PDA) AND ESTABLISHING THE HAMILTON AVENUE
PRECISE PLAN AS A NEW PRIORITY DEVELOPMENT AREA AS SET FORTH IN
OPTION 1, AND NOMINATING SELECT SITES INCLUDED IN TABLE 2 AS
PRIORITY SITES
WHEREAS, on June 19, 2007, the City Council designated the northerly portion of the former
Central Campbell Redevelopment Project Area as the City's Priority Development Area (PDA) as
part of a regional planning initiative (d.b.a. "FOCUS") in coordination with the Bay Area Air Quality
Management District;
WHEREAS, the City of Campbell has one PDA, the Central Campbell Redevelopment Project
Area, and no amendments to the boundaries of the existing PDA, or new PDAs have been
proposed since it was established on June 19, 2007;
WHEREAS, on April 13, 2023, the Association of Bay Area Governments (ABAG) announced an
opportunity for local governments to nominate new Priority Development Areas (PDAs)1 and
Priority Sites to be included in Plan Bay Area 2050+ for future planning, infrastructure, and
housing funding opportunities;
WHEREAS, the deadline to submit an application to amend the boundaries of an existing PDA,
or nominate new PDAs and local Priority Sites, is September 30, 2023;
WHEREAS, Priority Development Areas (PDAs) are districts near public transit that are planned
for new homes, jobs, and community amenities;
WHEREAS, to be eligible for nomination, PDAs must fall within either a Transit -Rich or Connected
Community designated area as depicted by Figure 2 of the September 5, 2023, City Council staff
report;
WHEREAS, staff identified three potential options for consideration in nominating new Priority
Development Areas. and recommended Option 1 as outlined in the September 5, 2023, City
Council staff report on the basis that it aligns PDA boundaries with existing and planned area plan
boundaries;
WHEREAS, Priority Sites are places close to services and public transit planned for a large
number of homes that are affordable to households with a wide range of incomes;
WHEREAS, to be eligible for nomination, Priority Sites must be located within a Plan Bay Area
2050 Growth Geography or Transit Priority Area as depicted by Figure 4 of the September 5,
2023, City Council staff report;
WHEREAS, to be eligible for nomination, Priority Sites must also satisfy one of three development
capacity categories in which include Regionally Significant, Community Anchor, Public Site
Portfolio designations;
Priority Development Areas (PDAs) are districts near public transit that are planned for new homes, jobs, and
community amenities. The City of Campbell has one PDA, the Central Campbell Redevelopment Project Area.
WHEREAS, staff identified sites in each development capacity category that are eligible for
nomination;
WHEREAS, there are no known drawbacks to locally nominating Priority Sites; and
WHEREAS, staff has recommended inclusion of all Priority Sites that meet the criteria for
nomination as indicated by Table 2 of the September 5, 2023, City Council staff report with the
exception of 700 W. Hamilton Avenue.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell adopts a
Resolution amending the boundaries of the Central Campbell Redevelopment Area Priority
Development Area (PDA) and renaming the Central Campbell Redevelopment Area Priority
Development Area the Central Campbell Priority Development Area (PDA) and establishing the
Hamilton Avenue Precise Plan as a new Priority Development Area as set forth in Option 1 of the
September 5, 2023, City Council staff report, and nominating all sites included in Table 2 of the
September 5, 2023, City Council staff report, except 700 W. Hamilton Avenue, as Priority Sites
and authorizing the Community Development Director to submit any related application(s) for
such changes and nominations to the Association of Bay Area Governments (ABAG).
