A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVING AN AGREEMENT WITH ENVIRONMENTAL SERVICES, INC. (ESI) TO PROVIDE
EQUIPMENT AND LABOR SERVICES, IN AN AMOUNT NOT TO EXCEED $58,900, FOR
COMPLETION OF THE CAMPBELL COMMUNITY CENTER (CCC) — BUILDING A HVAC
CONTROLS PROJECT (NO. 24-AA) AND DISPENSING WITH BIDDING REQUIREMENTS AS
AUTHORIZED IN CAMPBELL MUNICIPAL CODE SECTIONS 3.20.030 (7) (8); AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AGREEMENT AS SPECIFIED IN
CAMPBELL MUNICIPAL CODE SECTION 3.20.100
WHEREAS, the City of Campbell's Community Center is home to the City of Campbell's Recreation
and Community Services Department, with different buildings that serve a variety of purposes to
support the center's recreational, rental, and adult/senior services; and
WHEREAS, although routine maintenance has successfully delayed the need for major
replacements, many of the Community Center's HVAC systems contain outdated equipment that
can no longer perform the basic heating and/or cooling functions necessary to sustain a
comfortable indoor climate setting for its buildings and facilities; and
WHEREAS, repair efforts have also required a considerable amount of time and resources that
have hindered staff's ability to address other critical maintenance needs throughout the Community
Center; and
WHEREAS, to mitigate these impacts, staff has implemented various CIP projects to proactively
address issues and prevent disruptions to critical service operations; and
WHEREAS, recent CIP projects have focused on implementing improvements to the HVAC
systems operating throughout the Community Center's buildings, which has also facilitated the City
of Campbell's transition to the Honeywell HVAC control platform; and
WHEREAS, currently, the HVAC controls for Building A are equipped with Alerton components
which have experienced several issues in recent years and cost the City of Campbell a substantial
amount of time and resources; and
WHEREAS, in addition, the control's outdated software and unsecure system also pose a potential
security risk to other City of Campbell IT components; and
WHEREAS, these issues ultimately prompted staff to include the replacement of the Building A
HVAC controls as a CIP project with the City of Campbell's proposed budget for FY 2024; and
WHEREAS, benefits of the Honeywell HVAC control would include lower energy use, long-term
cost savings, and controlled monitoring with increased network protection — all of which will
maximize the efficiency of the HVAC system and its components; and
WHEREAS, based on the parameters of this new Honeywell system — and as the City of
Campbell's current HVAC maintenance contractors — staff contacted Environmental Services Inc.
(ESI) and requested a quote for the labor and equipment services to replace the HVAC controls
for Building A at the Community Center; and
WHEREAS, staff selected ESI based on their successful work history with the City of Campbell
and familiarity with the current system through multiple repairs performed in recent years; and
WHEREAS, ESI submitted a proposal to the City of Campbell for labor and equipment services to
remove the existing Alerton control system, install a new Honeywell control panel, integrate
modifications to accommodate new zone sensors, and complete the required programming, for a
total cost of $58,900; and
WHEREAS, sufficient funding is available for the associated costs as reflected in the City of
Campbell's approved CIP budget for'CCC — Building A HVAC Controls (Project No. 24-AA)' in the
amount of $85,000; and
WHEREAS, staff is recommending City Council's approval of a contract with ESI to provide
equipment and labor services for the Building A HVAC Control Project, and requesting City
Council's authorization to dispense with bidding requirements, as authorized in Campbell Municipal
Code Sections 3.20.030 (7) (8), to help facilitate a timely completion of the project; and
WHEREAS, staff is also requesting the City Council's authorization for the City Manager to
subsequently execute said agreement with ESI as specified in Campbell Municipal Code Section
3.20.100.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell hereby: 1)
approves a service contract with Environmental Services Inc. (ESI), in an amount not to exceed
$58,900, for the equipment and labor services necessary to complete the Campbell Community
Center (CCC) — Building A HVAC Controls Project (No. 24-AA); 2) authorizes staff to dispense with
formal bidding requirements as specified in Campbell Municipal Code Sections 3.20.030 (7) (8);
and 3) authorizes the City Manager to execute said agreement with ESI as specified in Campbell
Municipal Code Section 3.20.100.
