A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
ACCEPT THE IMPROVEMENTS FOR THE HARRIET AVENUE SIDEWALK
IMPROVEMENTS PROJECT NO. 20-GG; DIRECT THE CITY ENGINEER TO FILE
THE NOTICE OF COMPLETION; AND AUTHORIZE THE FINANCE DIRECTOR TO
PERFORM A BUDGET ADJUSTMENT
WHEREAS, the City Council adopted Resolution No. 12779 approving the plans and
specifications, and authorizing the advertisement of bids for the Harriet Avenue Sidewalk
Improvements Project 20-GG; and
WHEREAS, on June 16, 2022, the City of Campbell (City) received and opened two bid proposals
from Redgwick Construction Company of Oakland and from FBD Vanguard Construction, Inc. of
Livermore with base bid the amounts of $927,310 and $979,624, respectively; and
WHEREAS, the project is partially funded by a federal grant and as such, contractors are to
provide a good faith effort to meet the project Disadvantage Business Enterprise (DBE) goal of
33.85%; and
WHEREAS, the low bidder, Redgwick Construction Company with a submitted DBE goal of
18.2%, failed to meet the project DBE goal; and
WHEREAS, Caltrans determined that the. bid by Redgwick Construction Company must be
rejected; and
WHEREAS, FBD Vanguard Construction, Inc. with a submitted DBE goal of 34.2% was awarded
the project and the construction contract was fully executed on August 11, 2022; and
WHEREAS, the project objective is to provide facilities on Harriet Avenue between Westmont
Avenue and Van Dusen Lane for bicycling and walking to nearby schools; and
WHEREAS, the project provided the following improvements:
• 3,590 square -feet of sidewalk, eight (8) driveways, and four (4) curb ramps along the west
side of Harriet Avenue, all of which comply with the Americans with Disabilities Act (ADA)
accessibility guidelines
• New storm drain structures for proper drainage
• One (1) streetlight at the intersection of Harriet Avenue and Littleton Place
• . Fourteen (14) street trees next to new sidewalks
• Road sharing pavement markings (sharrows) along the northbound and southbound lanes
from Westmont Avenue to Hacienda Avenue; and
WHEREAS, the Harriet Avenue Sidewalk Improvement project was completed, in accordance with
the plans and specifications; and
WHEREAS, the project funding was increased by $14,689 as result of changes to the carryover
amount from Project 21-QQ and an increase to Utility Reimbursement; and
WHEREAS, the project was completed under budget with total project savings of $134,336 that
are available to return to the Capital Plan Improvement Reserve (CIPR).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
accepts the improvements for the Harriet Avenue Sidewalk Improvements Project No. 20-GG;
directs the City Engineer to file the Notice of Completion; and authorizes the Finance Director to
perform associated budget adjustments.
