RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH ALL STAR
TALENT, INC. FOR THE MANAGEMENT OF THE CAMPBELL POLICE
DEPARTMENT'S RECRUITMENT AND MARKETING CAMPAIGNS, AND
DISPENSING WITH BIDDING REQUIREMENTS AS SPECIFIED IN CAMPBELL
MUNICIPAL CODE (CMC) SECTION 3.20.030(4) AND (7)
WHEREAS, there is a law enforcement hiring crisis that agencies throughout the country
are experiencing; and
WHEREAS, the hiring crisis has impacted the Campbell Police Department's ability to
hire an adequate number of police officers; and
WHEREAS, the Campbell Police Department is currently operating with 80% of its
allotted full time sworn staff; and
WHEREAS, the Campbell Police Department will need to fill a minimum of nine sworn
officer positions in 2023/2024; and
WHEREAS, All Star Talent, Inc. has provided web -based marketing services for the
Campbell Police Department since February of 2023; and -
WHEREAS, All Star Talent focuses on on-line advertising specifically in converting add
spend to candidates and differ from other police department marketing firms; and
WHEREAS, the purchasing procedures outlined in Campbell Municipal. Code (CMC)
Section 3.20.030(4) and (7) state the bidding procedures may be dispensed with when
the city seeks the special services, consultation or advice in financial, economic,
accounting, engineering, legal, administrative or other matters from persons specially
trained, experienced and competent to perform the special services required and the
supplies, services or equipment can only be obtained from one vendor, in which case the
City may negotiate directly with that vendor; and
WHEREAS, All Star Talent, Inc. is the only vendor capable of providing the services
required by the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell that
the City Council adopt a Resolution approving a one-year contract with All Star Talent
and authorizing the City Manager to enter into a Professional Services Agreement and
sign the one-year contract with All Star Talent, for the management of the Police
Department's online recruitment and marketing campaign, and dispensing with bidding
requirements as specified in Campbell Municipal Code Section 3.20.030(4).
