CC Resolution 13047 - Solicitation of Bids for Concrete Repair (No. 24-GG) RESOLUTION NO. 13047 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING: 1) THE SOLICITATION OF BIDS FOR CONCRETE REPAIR SERVICES FOR THE CITY'S ANNUAL SIDEWALK, CURB, AND GUTTER IMPROVEMENTS (NO. 24-GG); 2) APPROVAL TO AWARD A SERVICE CONTRACT, IN AN AMOUNT NOT TO EXCEED $175,000, TO THE LOWEST, RESPONSIVE BIDDER FOR A PERIOD OF UP TO ONE (1) YEAR, PLUS OPTIONS FOR THE CITY TO RENEW UP TO FOUR (4) ADDITIONAL ONE (1) YEAR CONTRACTS, NOT TO EXCEED $75,000 PER YEAR, FOR A TOTAL OF UP TO FIVE (5) YEARS; AND 3) THE CITY MANAGER TO EXECUTE SAID AGREEMENT AS SPECIFIED IN CAMPBELL MUNICIPAL CODE SECTION 3.20.100 WHEREAS, the City's Public Works Department — Maintenance Division has used different methods to repair lifted and/or damaged sidewalks and ensure safe conditions for pedestrian travel throughout the City; and WHEREAS, during FY 2015/16, the Public Works Department developed a plan that separated the City into 16 Maintenance Zones to improve scheduling practices and management of the City's routine maintenance activities; and WHEREAS, although this plan has facilitated a timely and efficient completion of repairs, they require a significant amount of time and resources; and WHEREAS, to mitigate these impacts, the Public Works Department has contracted its concrete repair work to professional providers which allows for a more timely and cost-effective response to the City's annual maintenance and repair needs; and WHEREAS, in 2018, the City awarded a five-year service contract to CB Concrete Company to provide labor and equipment services for the City's concrete repair needs through the end of FY 2022/23; and WHEREAS, upon the end of this five-year contract in June of 2023, and after the approval of the City's annual budget, staff began preparing a scope of work to solicit proposals from qualified professionals interested in providing concrete services to facilitate the City's next round of repairs and routine maintenance needs; and WHEREAS, the proposed contract amount(s) and terms of service will be based on the amount of funds currently programmed in the City's 5-year CIP for its annual sidewalk, curb, and gutter improvements; and WHEREAS, staff is requesting authorization from the City Council to solicit bids (proposals) from qualified vendors to provide concrete repair services for the annual sidewalk, curb, and gutter improvements (No. 24-GG), and approval to award a one-year service contract, in an amount not to exceed $175,000, to the lowest, responsive bidder in accordance with the City's purchasing guidelines, and based on the amount of funds allocated to the project's CIP budget for FY 2023/24; and WHEREAS, this contract will include options for the City to renew up to four (4) additional one (1) year service contracts, not to exceed $75,000 per year, for a total of up to five (5) years, as reflected in the allocation of CIP funds for FY 2024/25 through 2027/28; and WHEREAS, staff is also requesting Council's authorization for the City Manager to subsequently execute said agreement as specified in Campbell Municipal Code Section 3.20.100; and WHEREAS, the cost associated with this action will be $175,000, however, sufficient funding is available in the project's CIP budget to award this contract and implement services during FY 2023/24; and WHEREAS, the authority to renew four (4) additional one (1) year service contracts, in an amount not to exceed $75,000 per year, for a total of five (5) years, is also consistent with funding identified in the City's 5-year CIP for FY 2024/25 through FY 2027/28; and WHEREAS, if required, budget adjustments will be made accordingly to accommodate the service needs of future contract years and to offset any impacts on the project's CIP budget at that time. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell hereby authorizes: 1) the solicitation of bids for concrete repair services for the City's annual Sidewalk, Curb, and Gutter Improvements (No. 24-GG); 2) the approval to award a service contract, in an amount not to exceed $175,000, to the lowest, responsive bidder, for a period of up to one (1) year, plus options for the City to renew up to four (4) additional one (1) year contracts, not to exceed $75,000 per year, for a total of up to five (5) years; and 3) the City Manager to execute said agreement as specified in Campbell Municipal Code Section 3.20.100.
