CC Resolution 13062 - Water Tower Lighting Policy Updates RESOLUTION NO. 13062 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING UPDATES TO THE WATER TOWER LIGHTING POLICY TO REMOVE COLUMBUS DAY, ADD INDIGENOUS PEOPLES' DAY, AND ESTABLISH BLUE, GREEN & BROWN AS THE COLOR THEME FOR INDIGENOUS PEOPLES' DAY WHEREAS, the lighting of the City of Campbell's Water Tower (Water Tower) helps the City of Campbell (City) raise awareness of national holidays and special events, and fosters a stronger sense of community for Campbell residents; and WHEREAS, the Water Tower Lighting policy provides that the Water Tower "may be illuminated for federal holidays and events recognized by the City as determined by the City Council..." and WHEREAS, the policy also lists the federal holidays, annual events and color themes currently recognized by the City, which "...can be amended by the City Council as needed..." and WHEREAS, since 2021, the second Monday in October has been federally recognized as "Indigenous Peoples' Day" alongside Columbus Day, which has historically been observed on the same day; and WHEREAS, on October 8, 2021, President Biden signed a proclamation recognizing Native American history and culture and declaring the second Monday in October, as Indigenous Peoples' Day; and WHEREAS, on October 7, 2022, President Biden again signed a proclamation recognizing Native American history and culture and declaring the second Monday in October as Indigenous Peoples' Day; and WHEREAS, President Biden has encouraged the nation to recognize "the sovereignty, resilience, and immense contributions that Native Americans have made to the world..."; and WHEREAS, adding Indigenous Peoples' Day to the Water Tower Lighting policy and the lighting schedule and removing Columbus Day from the Water Tower Lighting policy and lighting schedule are appropriate ways for the City to recognize and honor Native American history and culture; and WHEREAS, using the color theme of blue (representing the sky), green (representing the trees) and brown (representing the land) is a way for the City to further recognize and honor Native American history; Page 1 of 2 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby direct staff to update City Council Policy 1.29 to replace Columbus Day with Indigenous Peoples' Day; provide the Water Tower be lit in observance of Indigenous Peoples' Day every year on the second Monday in October; and, provide the color theme for Indigenous Peoples' Day as "Blue, Green & Brown."
