A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVING THE AMENDMENT TO THE CLASSIFICATION AND SALARY PLAN
TO INCLUDE THE CREATION OF THE PLAN CHECK EXAMINER CLASSIFICATION
AND A CORRESPONDING BUDGET ADJUSTMENT
WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal
Code to prepare and submit to the City Council recommendations for the reorganization
of offices, departments, and positions which are considered to be in the best interest of
efficient, effective and economical conduct of the municipal services provided by the City;
and
WHEREAS, Section 2.16.010 of the Campbell Municipal Code requires that salaries and
wages of all employees of the City be fixed by ordinance or resolution and;
WHEREAS, the City's adopted Fiscal Year (FY) 2024 Budget provides for the creation of
a "Plan Check Engineer" position in the Community Development Department
(Department) to manage existing and expected future building permit volume; and
WHEREAS, since adoption of the FY 2024 Budget, the Department has determined that
at this time, a "Plan Check Examiner" would better serve the Department's needs; and
WHEREAS, this will result in a savings to the City of approximately $17,000 in FY 2024;
WHEREAS, an amendment to the current Classification and Salary Plan is needed to
add a "Plan Check Examiner" position, along with a corresponding salary range; and
WHEREAS, an amendment to the current Classification and Salary Plan is needed to
meet the requirements of Municipal Code Section 2.12.030;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby approves amending the Classification and Salary Plan to add a Plan Check
Examiner classification and a corresponding salary range as provided in the table below
and a corresponding budget adjustment:

CITY OF CAMPBELL
PLAN CHECK EXAMINER
DEFINITION
Under direction, performs a variety of professional and technical plan check review duties
related to commercial, industrial, and residential building plans; and provides to the public,
in person and by phone, information concerning applicable codes and ordinances.
TYPICAL DUTIES
Review and evaluate on-line submitted building construction plans and documents for
compliance to: California Building, Residential, Fire, Mechanical, Electrical, Plumbing,
Energy, Cal Green, and Campbell Municipal Codes. Assists permit applicants through
telephone, email and at the public counter; provide code research and identify code
updates required; participate in pre-design meetings with Planning, Public Works,
Building, and Fire; instruct and assist engineers, architects, developers, contractors, and
property owners regarding interpretation and enforcement of building codes; identify
necessary changes to electronic plans under review to ensure compliance with building,
plumbing, mechanical, electrical, accessibility, energy codes and regulations; resolves
problems with permit applicants as necessary; coordinate plan check activities with other
City departments and outside agencies and ensures timely return for permit issuance;
stay abreast of current codes, regulations, and other technical references to verify
compliance of construction materials and methods; conduct field inspections to check
building sites prior to and during construction as necessary; prepares various reports and
correspondence, including those related to corrections and deficiencies as submitted in
plans/construction documents; maintains records, reports, files and documentation of
operational activities; make determinations regarding classification of buildings under the
Municipal Code (such as new versus remodel); issue permits; support Building Official,
Inspectors and Code Enforcement Officer in issuing Stop Work orders and managing
Code Enforcement cases; identify and implement enhancements to building permit review
workflows and processes, including online permitting software, and perform other related
duties as required. May serve in the absence of the Building Official;
EMPLOYMENT STANDARDS
Experience and Experience: Equivalent to an Associate's Degree from a college or
university or trade school in building construction
technology, architecture, engineering technology,
construction management, or a related field. Two years of
construction / inspection field experience or plans check
experience, or combination thereof, working for a city or
county agency, engineering, or construction consulting
firm.
Knowledge of: Principles and practices of basic engineering and code
requirements as related to building construction;
fundamentals of design and analysis; research methods,
standards, techniques and terminology as related to
building code enforcement and construction industry;
applicable local, Federal and State legislation and
regulations, and City policies and procedures; software
for on-line permit application and plan review / markup,
word processing, spreadsheet, and database
applications; pertinent local, state and federal laws, codes,
ordinances, City functions, policies, rules and regulations.
Ability to: Perform professional and technical plan checking duties
related to commercial, industrial, and residential building
plans; read and interpret building construction plans,
including plumbing, electrical, and mechanical plans;
understand and review engineering calculations; exercise
independent judgment in the interpretation and
application of laws, regulations, and rules; obtain
information through interview and questioning; deal firmly
and courteously with those contacted in the course of
work; analyze situations quickly and objectively and
determine proper course of action; communicate clearly
and concisely, both orally and in writing; operate a
personal computer with proficiency and familiarity to
produce effective professional reports, charts,
spreadsheets and other documents.
Possession of: Valid California Driver's License
International Code Council (ICC) Commercial and
Residential Plans Examiner Certificate
