CC Resolution 13079 - Issue RFP for Climate Action and Adaptation Plan Development RESOLUTION NO. 13079
BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING ISSUANCE OF A REQUEST FOR PROPOSALS (RFP) FOR THE
DEVELOPMENT OF A CLIMATE ACTION AND ADAPTATION PLAN.
WHEREAS, the adopted 2040 General Plan included Action COS-10.c. which calls for the
preparation of a Climate Action Plan that establishes greenhouse gas reduction targets,that are
consistent with Statewide GHG reduction targets, including an implementation program to achieve
reduction targets; and
WHEREAS, the City has recognized the need for special service provider assistance in
performing services as existing department staff does not possess the required capacity and/or
technical expertise required to conduct the analysis of greenhouse gas emissions impacts and
developing climate resiliency strategies;
WHEREAS, the City seeks the special services in climate action and adaptation strategies from
persons specially trained, experienced, and competent to perform the special services required
for the preparation of a Climate Action and Adaptation Plan;
WHEREAS, the proposed RFP anticipates the cost to prepare the Climate Action Plan to not
exceed $250,000;
WHEREAS, $300,000 was previously appropriated in the FY 2024 budget for the development of
the Climate Action and Adaptation Plan;
WHEREAS, any savings between the previously appropriated amount, $300,000, and final
Consultant Services Agreement, is to be held as a contingency and rolled into subsequent budget
years as needed (i.e., two-year contract term, FY 2025, FY 2026)
WHEREAS, the City Council has reviewed and accepted the draft RFP and found it to include the
appropriate tasks needed to provide a technical analysis of Climate Action impacts to the City of
Campbell and develop strategy recommendations for Climate Action and Adaptation;
WHEREAS, the City Council has reviewed and accepted the draft RFP and found it appropriate
for the selection of a consultant to support department operations for two-year term; and
WHEREAS, the City Council has reviewed and accepted the draft Consultant Services
Agreement(i.e., Contract) as to general form and content and seeks to authorize the City Manager
to negotiate and amend the contract in its final form.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
authorizes issuance of a Request for Proposals (RFP), as provided as Attachment B to the
November 17, 2023, City Council Staff Report, for the development of a Climate Action and
Adaptation Plan.
