CC Resolution 13090 - Amendment to the FLOCK Safety Contract to Reflect Organized Retail Theft RESOLUTION NO. 13090
RESOLUTION APPROVING A THREE-YEAR CONTRACT AMENDMENT WITH FLOCK
GROUP INC. AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT
AND DISPENSE WITH BIDDING REQUIREMENTS AS SPECIFIED IN CAMPBELL
MUNICIPAL CODE SECTION 3.20.030(7).
WHEREAS, The Campbell Police Department applied for an Organized Retail Theft Grant
through the State of California Board of State and Community Corrections to address Organized
Retail Theft and Auto Theft and was awarded $400,562; and
WHEREAS, the Campbell Police Department's proposal included an expansion of the Flock
fixed Automated License Plate Reader (ALPR) outlay; and
WHEREAS, the fixed ALPR solution provided by Flock Group Inc is consistent with the City's
goal of adopting technologies that enhance public safety, improve officer efficiency and solve
crimes; and
WHEREAS, this technology has been deployed by the City since September of 2022 and has
improved the Police Department's response to crime; and
WHEREAS, Flock is an important element of the Police Department's efforts to combat
Organized Retail Theft and Auto Theft; and
WHEREAS, Flock Group Inc provides the only platform of its kind on the market and there are
no comparable market alternatives.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell that the
three-year contract amendment with Flock Group Inc. is approved and the City Manager is
authorized to sign the contract and dispense with bidding requirements as specified in Campbell
Municipal Code Section 3.20.030(7).
