A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
ACCEPTING THE CAMPBELL COMMUNITY CENTER (CCC) - BUILDING A HVAC
CONTROLS PROJECT NO. 24-AA AND DIRECTING THE PUBLIC WORKS
DIRECTOR OR DESIGNEE TO FILE THE NOTICE OF COMPLETION
WHEREAS, for many years, the HVAC control panel regulating the indoor climate
settings for Building A at the Campbell Community Center was equipped with components
from Alerton — a brand whose outdated software and specialized service needs had
resulted in costly and time-consuming repairs for the City in recent years; and .
WHEREAS, in June of 2023, the City Council approved the Campbell Community Center
(CCC) — Building A HVAC Controls Project (No. 24-AA) as part of the City's Capital
Improvement Plan (CIP) for FY 2023/24, with $85,000 allocated from the CIPR for its
implementation; and
WHEREAS, upon the project's adoption, staff began developing a scope of work for the
impending replacement and selected equipment from the same line of Honeywell HVAC
parts that the City had started transitioning to in recent years; and
WHEREAS, based on the parameters of this Honeywell system—and as the City's current
HVAC maintenance contractors — staff requested a quote from Environmental Services
Inc. (ESI) for the labor and equipment services needed to complete the project; and
WHEREAS, in response, ESI submitted a proposal to provide the requested services for
a total contract amount of$58,900; and
WHEREAS, with sufficient funds available in the project's CIP budget, staff prepared a
report to Council requesting approval for the associated service contract and its award to
ESI; and
WHEREAS, on September 5, 2023, the City Council adopted Resolution No. 13036,
approving and awarding a contract to ESI, in an amount not to exceed $58,900, for
equipment and labor services to complete the CCC — Building A HVAC Controls project;
and
WHEREAS, construction for the CCC - Building A HVAC Controls Project began on
November 18, 2023, and concluded on December 12, 2023 —with all work completed in
accordance with the plans and specifications previously developed by staff and the terms
set forth in the executed service contract agreement with ESI; and
WHEREAS, elements completed during construction included: removal of the existing
Alerton HVAC controllers, installation of a new Honeywell control panel, site modifications
to accommodate the subsequent installation of new zone sensors, and the integration of
new software and required programming; and
WHEREAS, upon its completion, the project's total costs were $58,000; and
WHEREAS, based on its current CIP budget of $85,000, the balance of approximately
$26,100 in unspent project funds will be returned to the City's general CIP fund and
applied towards other improvement projects as programmed in the City's current CIP.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby accepts the work completed for the Campbell Community Center(CCC)—Building
A HVAC Controls Project No. 24-AA and directs the Public Works Director, or designee,
to file the Notice of Completion.
