A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
ACCEPTING THE CAMPBELL COMMUNITY CENTER (CCC) — HERITAGE
THEATRE BOILER REPLACEMENT PROJECT NO. 24-00 AND DIRECTING THE
PUBLIC WORKS DIRECTOR OR DESIGNEE TO FILE THE NOTICE OF
COMPLETION
WHEREAS, since the Campbell Community Center's Heritage Theatre was re-opened to
the public in 2002, staff has worked proactively to uphold inspection schedules and
implement routine maintenance measures to keep its infrastructure and mechanical
systems in working order; and
WHEREAS, as the Theatre's operational needs increased throughout the years, so did
the demands placed on these systems and their components — including the boiler and
its HVAC unit controls responsible for regulating the Theatre's indoor climate
(temperature) settings; and
WHEREAS, in recent years, staff began contacting the City's HVAC maintenance
contractor, Environmental Services, Inc. (ESI), to provide specialized labor and
equipment services to address the boiler's more complex repair needs; and
WHEREAS, as repairs became increasingly more frequent and costly, staff determined
that a timely replacement of the Heritage Theatre boiler and HVAC panel would be
necessary to prevent critical service disruptions and mitigate further budgetary
constraints; and
WHEREAS, in 2002, a CIP project was created to replace the Theatre's boiler and related
HVAC components (CCC — Heritage Theatre Boiler Replacement, No 24-00) — with
$90,000 allocated from the CIRP for its implementation during FY 2022/23; and
WHEREAS, by early 2023, staff began developing the project's scope of work with plans
to install equipment selected from the Honeywell HVAC control platform — a system that
the City had recently began installing throughout its facilities and adopted as the standard
for all its HVAC control systems; and
WHEREAS, upon finalizing the scope of work, staff requested a quote from ESI for the
services needed to complete the project within the parameters of this new Honeywell
system; and
WHEREAS, in response, ESI submitted a proposal to provide the requested services for
a total contract amount of$78,265; and
WHEREAS, with sufficient funds available in the project's CIP budget, staff prepared a
report to request City Council's approval of the associated service contract and its award
to ESI; and
WHEREAS, on September 5, 2023, the City Council adopted Resolution No. 13038,
approving and awarding a contract to ESI, in an amount not to exceed $78,265, for
equipment and labor services to complete the CCC — Heritage Theatre Boiler
Replacement Project 24-00; and
WHEREAS, construction for the project began on October 5, 2023, and concluded on
November 11, 2023 — with all work completed in accordance with the plans and
specifications previously developed by staff and the terms set forth in the executed
service contract agreement with ESI; and
WHEREAS, elements completed during construction included: removal of the theatre's
existing boiler, installation of a new Lochnivar Knight XL Boiler, piping to the new boiler
and primary pump to support the condensing boiler, and installation of the new Bacnet
integration system and controls; and
WHEREAS, upon its completion, the project's total costs were $78,265; and
WHEREAS, based on its current CIP budget of $90,000, the balance of approximately
$11,735 in unspent project funds will be returned to the City's general CIP fund and
applied towards other improvement projects as programmed in the City's current CIP.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby accepts the work completed for the Campbell Community Center (CCC) —
Heritage Theatre Boiler Replacement Project 24-00 and directs the Public Works
Director, or their designee, to file the Notice of Completion.
