CC Resolution 13110 - Accepting the City Hall HVAC Chiller Replacement Project 24-UU and File Notice of Completion RESOLUTION NO. 13110 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL ACCEPTING THE CITY HALL — HVAC CHILLER REPLACEMENT PROJECT NO. 24- UU AND DIRECTING THE PUBLIC WORKS DIRECTOR OR DESIGNEE TO FILE THE NOTICE OF COMPLETION WHEREAS, since its construction in the early 1970s, the City's Department of Public Works Building Maintenance Division has been responsible for evaluating, maintaining, and implementing improvements to meet City Hall's structural and mechanical needs; and WHEREAS, in recent years, increasing demands have significantly impacted City Hall's HVAC system and related components — all of which are responsible for regulating the indoor temperature settings throughout the building; and WHEREAS, while the system's heating components have continued operating at an acceptable level, the chiller unit had experienced several mechanical failures in recent years that required a substantial amount of time and resources to repair; and WHEREAS, between 2022 and 2023, staff had placed over fifteen service calls to address various problems related exclusively to the chiller's components; and WHEREAS, during the summer of 2022, staff discovered that the chiller's compressor had completely malfunctioned — causing City Hall's indoor temperatures to rise significantly as the chiller remained out of service while repair efforts were underway; and WHEREAS, this incident prompted staff to include the replacement of the City Hall HVAC chiller as a CIP project with the City's proposed budget for FY 2023/24; and WHEREAS, in early 2023, staff began developing the scope of work for the chiller replacement and initiated plans to solicit informal bids (quotes) from qualified contractors for labor and equipment services to complete the project; and WHEREAS, in accordance with the City's purchasing policies and procedures, staff contacted the following three contractors based on their recent work history with the City for projects and/or repairs of similar mechanical systems: Environmental Services Inc. (ESI), Therma, and Control Air Enterprises; and WHEREAS, ESI and Therma responded to staff's initial request and subsequently submitted respective proposals for the requested services, while Control Air Enterprises declined to participate and informed staff that they would not be submitting a bid at that time; and WHEREAS, after a comprehensive review of the two proposals received, staff selected ESI based on their results as the lowest, responsive bidder, and qualifications to perform the work; and WHEREAS, in June 2023, the City Hall HVAC chiller replacement was approved as a CIP Project (City Hall — HVAC Chiller Replacement Project 24-UU) and $150,000 was allocated from the CIPR for its implementation during FY 2023/24; and WHEREAS with sufficient funds available in the project's CIP budget, staff prepared a report to request City Council's approval of the associated service contract and its award to ESI; and WHEREAS, on September 5, 2023, the City Council adopted Resolution No. 13037, approving and awarding a contract to ESI, in an amount not to exceed $127,595, for equipment and labor services to complete the City Hall — HVAC Chiller Replacement Project 24-UU; and WHEREAS, construction for the project began on November 11, 2023, and concluded on December 22, 2023 — with all work completed in accordance with the plans and specifications previously developed by staff and the terms set forth in the executed service contract agreement with ESI; and WHEREAS, elements completed during construction included: removal of the existing 60-ton chiller, installation of a new Carrier M#30RAPO605D-OG100 air cooler chiller, and the connection of all pipes and controls to new chiller unit; and WHEREAS, upon its completion, the project's total costs were $127,595; and WHEREAS, based on its current CIP budget of $150,000, the balance of approximately $22,405 in unspent project funds will be returned to the City's general CIP fund and applied towards other improvement projects as programmed in the City's current CIP. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby accepts the work completed for the City Hall — HVAC Chiller Replacement Project 24-UU and directs the Public Works Director, or designee, to file the Notice of Completion.
