BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE COMMUNITY DEVELOPMENT DIRECTOR TO SUBMIT AN
APPLICATION FOR ENERGY EFFICIENCY AND CONSERVATION BLOCK
GRANT (EECBG) PROGRAM FUNDS
WHEREAS, in January 2023, the U.S. Department of Energy (DOE) announced
the Infrastructure Investment and Jobs Act (IIJA) of 2021 Energy Efficiency and
Conservation Block Grant Program Formula Grant, and informed eligible agencies of
• a January 31, 2024, deadline for submittal of applications, as well as the grant
requirements;
WHEREAS, in May 2023, the U.S. DOE extended the deadline for local and tribal
government EECBG Program applications to April 30, 2024;
WHEREAS, the City of Campbell has been allocated $76,540 as part of a formula
award;
WHEREAS, the EECBG award may be used for Energy Planning activities;
WHEREAS, the City Council has identified as a Council Priority the preparation
of a climate action plan for the City as identified in the FY 2023 Budget and during the
February 16, 2023 Council priority setting session.
WHEREAS, the Draft Environmental Impact Report ("DEIR") for the 2040
Envision General Plan ("General Plan") identified that development buildout under the
General Plan would result in significant environmental impacts associated with
Greenhouse Gas Emissions ("GHG").
WHEREAS, the General Plan identifies policies and programs to reduce the
significant GHG environmental impacts, including Policy COS-10.c which states
"Prepare a Climate Action Plan that establishes GHG reduction targets that are
consistent with Statewide GHG reduction goals, and includes an implementation
program to achieve the reduction targets. Periodically review and update the Plan as
necessary to achieve the GHG reduction targets specified in the Plan.
WHEREAS, the EECBG would partially fund preparation of a climate action plan,
addressing GHG reduction goals strategies;
WHEREAS, the preparation of a climate action plan meets the key activities
outlined in the "Energy Planning" EECBG Program Blueprint;
WHEREAS, staff estimates the cost of this planning effort to be up to $300,000
and is applying for $76,540 in grant funds;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Campbell authorizes the Community Development Director to submit an application
for Energy Efficiency and Conservation Block Grant (EECBG) program funds for the
climate action plan.
