A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AMENDING THE CLASSIFICATION AND SALARY PLAN TO UPDATE
THE PRINCIPAL PLANNER POSITION
WHEREAS, The City Manager is required by Section 2.12.030 of the Campbell Municipal Code to
prepare and submit to the City Council recommendations for the reorganization of offices,
departments, and positions which are considered to be in the best interest of efficient, effective, and
economical conduct of the municipal services provided by the City; and
WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the City Council
may, from time to time, by resolution, change the compensation of employees of said City, and may,
by resolution, adopt salary and wage scales; and
WHEREAS, a review of the Principal Planner position has been conducted; and
WHEREAS, an amendment to the current job classification and salary plan is needed and meets the
requirements of Campbell Municipal Code Section 2.12.030; and
WHEREAS, the Fiscal Year (FY) 2024 Adopted Budget includes funding for a full-time (1.0 FTE)
Principal Planner position, aligning with the Council Priority for Long-Term Land Use Planning and
Housing; and
WHEREAS, the existing job classification and salary plan for a Principal Planner has not been
reviewed since 2008; and
WHEREAS, the Principal Planner will report to the Community Development Director or designee,
providing mid-management level supervision to assigned planning staff for the implementation of the
City's land use planning program; and
WHEREAS, to facilitate a recruitment, an updated job classification and salary plan has been
created for Council consideration and approval by way of resolution, as outlined in the City of
Campbell's Personnel Rules and Regulation, Section 3.0 - Classification Plan; and
WHEREAS, the proposed job classification for Principal Planner falls in line with best practice for
municipalities;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby
approve: 1. the adoption of the proposed job classification for Principal Planner; and 2. the
establishment of a new salary range for the Principal Planner position, commensurate with the
responsibilities and qualifications required for this crucial role.

PRINCIPAL PLANNER
DEFINITION
Under general direction of the Community Development Director or designee, the
Principal Planner plans, directs and supervises professional planning activities of the
Planning Division; assists in planning, organizing, and monitoring of long-range
planning policies for the City; and performs complex and difficult planning services
related to advanced planning. The Principal Planner also provides
management/supervisorial oversight for advanced planning, policy development,
current planning and/or other special project teams and may act as project manager
for significant projects. The Principal Planner is expected to have substantial
experience and expertise in the field of land use planning to apply knowledge and
skills gained through specialized training and depth of experience and expertise in
the field of land use planning and to complete complex long-range and/or current
planning projects or assignments. The Principal Planner also performs related work
as required.
TYPICAL DUTIES
Typical duties will include, but are not limited to:
• As a member of the Department management team, participates in strategic
planning to accomplish Departmental objectives.
• Supervises professional planning staff including Senior, Associate, and
Assistant Planners and Planning Technicians to implement the City's land use
planning program.
• Participates in strategic planning to accomplish Departmental objectives,
• Provides mentoring and expertise to support the planning team.
• Conducts various professional activities related to the City's land use planning
program, including serving as project manager for current planning, long-
range planning and special studies, environmental review, data analysis and
related work as required.
• Plans, prioritizes, assigns, supervises, and reviews the work of staff involved
in the interpretation and application of environmental laws, land use
development principles and various land use laws as they relate to urban
planning.
• Recommends and assists in the implementation of goals and objectives; and,
establishes schedules and methods for the performance of professional
planning activities, including the distribution of work assignments to staff;
implements policies and procedures.
• Evaluates operations and activities of assigned responsibilities; recommends
improvements and modifications for greater efficiency and to meet
Department goals; and prepares various reports on operations and activities.
• Participates in budget preparation and administration; prepares cost
estimates for budget recommendations; and monitors and controls
expenditures.

• Participates in the selection of staff; provides or coordinates staff training;
works with employees to correct deficiencies; and implements discipline
procedures.
• Conducts a variety of complex studies on specialized and complex planning
issues and makes recommendations to the Planning Commission and City
Council.
• Directs, coordinates, reviews, or personally prepares reports and studies on
current and policy planning projects, including the General Plan; and makes
presentations to City Council, and various commissions and committees.
• Provides staff support and confers with applicants, consultants, citizens, City
officials, and other city departments.
• Interprets City policies and procedures to staff and the public.
• Drafts ordinances and prepares revisions to the zoning code.
• Administers the California Environmental Quality Act.
• Answers questions and provides information to the public; and investigates
complaints and recommends corrective action as necessary to resolve
complaints.
• Coordinates with staff from other divisions within Community Development,
such as Building and Code Enforcement, and other City Departments, such
as Public Works on shared projects and to resolve issues.
• May serve as a staff liaison to boards and commissions, such as the Planning
Commission and the Historic Preservation Board.
• May serve in a lead role for special long-range planning projects, such as a
comprehensive General Plan update, preparation of area plans, zoning code
changes, or other special studies.
• May serve as a project manager for current planning projects, including
applications for general plan amendments.
• May act for the Community Development Director or Planning Manager in
her/his absence at her/his direction.
EMPLOYMENT STANDARDS
Education and Experience: Equivalent to completion of a Bachelor's degree from
an accredited college or university in urban planning,
architecture or related field and five (5) years of
progressively responsible professional experience in
city or regional planning activities with at least two
years at the Senior Planner level or higher with some
lead or supervisory experience.
A Master's degree from an accredited college or
university in urban planning, architecture, or related
field may be substituted for one year of the required
experience.
Certification from the American Institute of Certified
Planners is desirable but not required.

Physical Demands: On a continuous basis, sit at desk and in meetings for
long periods of time; intermittently twist to reach
equipment surrounding desk; perform simple grasping
and fine manipulation; use telephone, and write or use
keyboard to communicate through written means; and
lift or carry weight of 30 pounds or less.
Possession of: A valid California Driver's License.
