CC Resolution 13139 - Adopting the 2024 Economic Development Plan RESOLUTION NO. 13139
BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
ADOPTING THE 2024 ECONOMIC DEVELOPMENT PLAN
WHEREAS, in order to continue sustaining a vibrant, resilient, and diversified economic
future for the City characterized by a strong sense of identity and community;
WHEREAS, on November 21, 2017, the City of Campbell adopted an Economic
Development Plan by City Council Resolution No. 12260 (hereinafter"existing Economic
Development Plan";
WHEREAS, on June 7, 2022, the City Council approved combining a short-term
Economic Development Strategy that would focus on addressing commercial vacancies
with a comprehensive update to the City's Economic Development Plan and the
preparation of"Brand Story Development Strategy";
WHEREAS, on September 16, 2022, the City Council City issued a Request for
Proposals ("RFP") to solicit proposals for the preparation of an economic development
strategy plan and the selected firm of Chabin Concepts commenced development of the
plan on February 21, 2023;
WHEREAS, Chabin Concepts has completed preparation of the 2024 Economic
Development Plan aligned with the 2040 General Plan and Economic Development
Element with guidance from the Economic Development Advisory Committee and the
City Council Economic Development Sub-committee;
WHEREAS, the 2024 Economic Development Plan also addresses the City's economic
development challenges and opportunities;
WHEREAS, the adoption of the 2024 Economic Development Plan, and repealing and
replacing the existing Economic Development Plan, may be found exempt environment
pursuant to CEQA Guidelines §15378 which excludes organizational or administrative
activities of government that will not result in a direct or indirect physical change in the
environment; and
WHEREAS, when adopting the 2024 Economic Development Plan the Council desires to
repeal and replace the City's existing Economic Development Plan.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby adopts the 2024 Economic Development Plan, as set forth as Attachment B of the
April 2, 2024, City Council staff report, repealing and replacing the existing Economic
Development Plan, and finds that the adoption of the 2024 Economic Development Plan,
and repeal and replacement of the existing Economic Development Plan, is exempt from
the provisions of the California Environmental Quality Act pursuant to CEQA Guidelines
§15378.
