Dear Mr. Messa:
It is our understanding that Mr. Finlay of this office,
as well as several other interested parties, have contacted
you in attempts to secure your signature approving the sub-
ject parcel map, and that you have chosen not to approve
the map. The reasons for your decision are not clear to us
and the intent of this letter is to clarify the position of
the City in this matter.
A parcel map is required by the City in the case that
a parcel of land is being divided into four or less parcels,
or in the case that two ar It\Ore parce ls are being combined
into one parcel. In this case the small parcels, indicated
on the enclosed copy of the subject map as "AN ~d liB ", are
being divided from the large Spears parcel and combined with
the Booth parcel and your parcel.
Although, you have a deed tram Mr. Spears, this trans-
action is not considered to be complete or legal, and the
City i8 prohibited by law from issuing any permits or ap-
provals tior any of the subject properties until a map has
been recorded. It will be illegal for any of the property,
including yours, to be sold or leased, or for anyone to
make an offer to sell or lease the property. ~urthermore,
the Government Code provides that the City shall file a
notice of violation with the County Recorder. The notice
will list your property, name, and the violation, and will
affect any future action regarding the property.
Simply put, the map represents a no-cost survey of your
property and legally combines the small triangular péece
(UB") with your larger parcel. This is a straight forward
process that contains no hidden or detrimental effects to
the property, or to yourself as owner.

Dear Mr, Versaw:
Accompanying this letter is the parcel map covering the
G. J. Spears property at Curtner Avenue and State Route 17,
Since the Booth and Messa parcel have been deeded small
portions of the Spears property along Route 17, we at-
tempted to obtain the signatures of the Booths and the
Messas, The Messas refused to sign the map for no reason
that I can understand, so we are forced to turn it over
to you as it is,
Perhaps the City can induce Mr. and Mrs, Messa to sign,
but our efforts and the title company's efforts have been
totally unproductive.
Please advise us as to what action might be taken to re-
solve this problem,

Dear Mr. Westfall:
Attached please find a copy of your letter dated June 19,
1974. With your assurance that the Parcel Map would be made;
we released Mr. Spears building permit as you requested.
During July and August there were several contacts with
your firm outlining what the City's requirements for the map
would be. Subsequent to that time we have heard nothing, and
an acceptable tentative map has never been filed.
Certainly, enough time has passed for you to take action
in this matter. Should there be any questions please contact
the undersigned at 378-8141, extension 220.
