Project Description
W. Leslie Pelio & Associates proposes the construction
of an industrial development, pelio 1, consisting of two
new industrial buildings with a total gross floor area of
47,730 square feet. The project is located on the west
side of Dell Avenue, north of Division Street. Access to
the site will be provided by way of two driveway connections
to Dell Avenue. A reduced scale copy of the site plan for
the project, as prepared by Design and Engineering Systems,
Inc., is attached as Figure 1.
Scope of Traffic Report
As requested by the City Traffic Engineer, Mr. Keith
Manley, we have analyzed PM peak hour traffic flow at two
nearby intersections, Dell Avenue and Hacienda Avenue and
Dell Avenue and Sunnyoaks Avenue. Manual traffic counts
were made at these intersections for a three hour period,
from 3:00 PM to 6:00 PM. These traffic counts are included
as Exhibit A. These counts were expanded to an average
daily basis using other recorded counts previously made in
the vicinity of the project, for the evaluation of signal
warrants at the intersections.
Trip Generation and Distribution
Trip generation for the project has been calculated
using aver ate rates given by Caltrans, District 4, trip
generation studies for Industrial Specialty Developments
I
in the Bay Area, of 8 daily trips per 1000 square feet of
floor area, and a 22 percent peak hour factor. (1)
Based on these rates, the project will generate 382
daily vehicle trips and 84 peak hour trips, with 17 trips
inbound and 67 trips outbound during the PM peak traffic
hour.
Project generated traffic has been distributed uni-
formly to the surrounding street system. PM peak hour
project traffic distribution is shown on Figure 2.
Other Development Traffic
There are two other approved developments of significant
size in the vicinity of the Pelio project that are not yet
in operation. One is the March Development Office Project
at 3101 S. Winchester Boulevard, near Chapman Drive. The
EIR prepared for this project states that there would be no
traffic impacts on the Dell Avenue intersections from the
March Development.
The other development is the Morris Management R&D Office
project at Camden Avenue and Winchester Boulevard. Some of
the traffic generated by this project would use the Dell -
Sunnyoaks intersection. A revised traffic distribution for
the Morris Management project, based on a letter dated April
6, 1984 from Earthmetrics, Inc., to the City of Campbell, is
attached as Figure 3.

Traffic Signal Warrants
Both intersections, Hacienda - Dell and Sunnyoaks -
Dell, are protected by stop signs on all intersection
approaches. Observations of traffic flow at these inter-
sections during the PM peak traffic period (3 PM to 6 PM)
are as follows:
At Hacienda and Dell, there were some backups of
northbound traffic at the intersection. These backups
cleared periodically. There were no significant backups
on the other approaches.
At Dell and Sunnyoaks, there were no significant
traffic backups on any of the approaches.
Traffic counts made at the Hacienda - Dell intersec-
tion on November 29,1984, show that traffic volumes
exceed the minimum requirements for Warrant 1 (Minimum
Vehicular Volumes) for the three peak hours counted.
Traffic counts made by the City of Campbell on June 16,
1982, show that the intersection approach volumes would
exceed the minimum requirements for Warrant 1 for at
least 8 hours of a typical day. A traffic signal warrant
sheet, showing that a signal is warranted at Hacienda
and Dell for existing traffic conditions is included in
the report appendix.
At Dell and Sunnyoaks, the minimum vehicular volume
requirements for Warrant 1 would not be met for any of
the three PM peak hours that were counted. Warrant 2,

Interruption of Continuous Traffic, would not apply to
the intersection because it is protected by stop signs
which satisfactorily control the traffic flow. Even if
Warrant 2 were used, it would be met for only two of the
three PM peak hours, so it .is improbable that it could
be met for 8 hours of the day.
A further check for traffic signal warrants at this
intersection was made by expanding the three hour counts
to an average daily basis using the recorded counts
made by the City of Campbell at Hacienda and Dell for
estimating the ratio of PM peak period traffic to total
24-hour traffic. The data is shown on Figure 4. Traffic
signal warrants were calculated for existing plus approved
development traffic and for existing plus approved devel-
opment traffic plus project traffic. The calculations
show that a traffic signal would not be warranted at the
intersection of Sunnyoaks and Dell. The warrant sheets
are included in the report appendix.
Intersection Levels of Service
There are no approved methods for calculating levels of
service at mnsignalized intersections controlled by stop
signs on all approaches. By observation, the intersection
of Sunnyoaks and Dell operates at level of service A - B,
with no long delays to traffic. The intersection of Hacienda
and Dell operates at level of service C - D, with backups
of traffic that clear periodically.
Level of service calculations have been made for con-
ditions if the intersections were signalized, using methods
outlined in Transportation Research Circular No. 212.

Report Sununary
As requested by the Traffic Engineer of the City of
Campbell, this report analyzes traffic conditions on Dell
Avenue at the intersections of Dell - Hacienda and Dell -
Sunnyoaks. Analysis is based on peak period turning move-
ment counts made at these two intersections during the
hours from 3 to 6 PM.
There is some congestion and delay during the PM peak
traffic period at the intersection of Dell and Hacienda.
A traffic signal would be warranted at this intersection
for existing traffic conditions.
There is no significant traffic congestion at the
intersection of Dell and Sunnyoaks during the PM peak
traffic period. A traffic signal at this intersection
would not be warranted for existing conditions, nor for
conditions with traffic added from other approved develop-
ments and from the project.

The applicant is notified as part of this application that he/she is required
to meet the following conditions in accordance with the Ordinances of the City
of Campbell and the Laws of the State of California.
1. Revised elevations and/or site plan indicating colors and materials.
Additionally, screening of roof equipment on existing and proposed buildings
prior to application for a building perMit.
2. Property to be fenced and landscaped as indicated and/or added in red on the
plans. Landscaping and fencing shall be Maintained in accordance with the
approved plans.
3. Landscaping plan indicating type and size of plant Material, and location of
irrigation system to be submitted to the Planning Department and approved by
the Site and Architectural Review Committee and/or Planning Commission prior to
issuance of a building perMit.
4. Fencing plan indicating location and design details of fencing ~o be

prior to issuance of a building permit.
5. Applicant to either (1) post a faithful performance bond in the amount of
$5,000.00 to insure landscaping, fencing, and striping of parking areas within
3 months of completion of construction: or (2) file written agreement to
co~plete landscaping, fencing, and striping of parking areas. Bond or
agreement to be filed with the Planning Department prior to application for a
building permit.
6. Applicant to submit a plan to the Planning Depart~ent, prior to installation
of PG&E utility (transformer) boxes, indicating the location of the boxes and
screening (if boxes are above ground) for approval of the Planning Director.
7. Applicant to submit a letter to the Planning Department, satisfactory to the
City Attorney, limiting the use of the property as follows: 16,530 sq.ft.

14. Ordinance No. 782 of the Cawpbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, garbage, wet gar~age and
rubbish produced within the li~its of the City of Cawpbell shall be made with
Gree~ V~lley Disposal Company. This requirement a?plies to all single-family
dwellings, multiple apartment units, to all commercial, business, industrial,
manufacturing, and construction establishments.
15. Tras~ container<s} of a size and q~antity necessary to serve the
development s~all be located in area(s) approved by the Fire Department.
Unless otherwise noted, enclosure(s) shall consist of a concrete floor
surrounded by a solid wall or fence and have self-closing doors of a size
specified by the Fire Department. All enclosures to be constructed at grade

these containers.
