CC Resolution 10422 RESOLUTION NO. 10422 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL COMMENDING GRETCHEN ELLEN CONNER FOR 14 YEARS OF DEDICATED SERVICE TO THE CITY UPON HER RETIREMENT WHEREAS, Gretchen Ellen Conner was hired by the City of Campbell on April 8th, 1991 making her only the second Finance Director in the City's 52 year history; and was responsible for maintaining the City's financial operations including, accounting and reporting, revenues and disbursements, investment and debt management; and, WHEREAS, Gretchen Conner was responsible for coordinating and streamlining the annual operating budget process and ensuring the City maintained a balanced budget for each of the years she has served as Finance Director of the City as well as developing Performance Reporting Outcomes citywide; and WHEREAS, Gretchen Conner, through prudent management, was instrumental in improving the City of Campbell's fiscal health with methods including her involvement as a principal participant and organizer of six debt issuances having an aggregate value of $95 million dollars; and WHEREAS, Gretchen Conner, received the City's first Distinguished Budget Presentation Award from both national and state organizations; and has received A wards for Excellence in Financial Reporting for the City's Comprehensive Annual Financial Report and has continued to receive these prestigious awards for the past 14 years; and WHEREAS, the City has received State Awards for Excellence in Innovation for the City's Budget Workpages, Exhibits, and Tri-fold Budget Summary Brochure which Gretchen developed for the City; and WHEREAS, Gretchen Conner has represented the City in various capacities for the Association of Bay Area Governments, Government Finance Officers Association of the United States and Canada, California Society of Municipal Finance Officers, and the California Municipal Treasurers Association; and WHEREAS, Gretchen Conner participated in the International City/County Management Association's Resource Cities Program, traveling to the cities of Rioverde and Cárdenas, Mexico to assist with budget and financial system enhancements; and WHEREAS, Gretchen Conner was also responsible for managing property and liability claims as the City's Risk Manager and the City's Information Technology, where she facilitated the development of the City's first website; and has proved herself to be a valued member of the City's Executive Management Team responsible for advising the City Manager on numerous issues of Citywide impact. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell hereby expresses its appreciation to Gretchen Ellen Conner for her 14 years of loyal and dedicated service to the City and bestows upon her its best wishes for a fulfilling retirement.
