My staff has reviewed the proposed right-of-way for Mona Way
and Gleason Avenue as shown on the tentative plans submitted
to us by Salle and Associates. We find that the right-of-
way showing a 30 foot half-street on the City of San Jose
side is acceptable to us.
Since the project served by these streets is entirely in the
City of Campbell, we feel it would be appropriate if both cities
reviewed the plans and the City of Campbell collect the bonds,
insurance and fees and provide inspection for the construction
of the street improvements for the Salle and Associates Project.
For us to issue the necessary encroachment permit for these
improvements, the City of San Jose, its officers, and employees
must be named as additional insureds on the insurance policy.
As has been discussed between members of our staffs, the half-
street in the City of San Jose should be built to our standard
cross-section (minor variations from this to conform to City
of Campbell cross-section is acceptable): I have excerpted a
page from our municipal code showing our standard 60 foot - ..,.".ú-.l

Dedication of the right-of-way to the City of San Jose should
be in fee.
Please submit the deed and copies of the improvement plans to
our Engineering Services Division to the attention of
Tom Boardman for supplemetary review and issuance of an
encroachment permit prior to constrution.

mentioned tentative map. Upon reviewing the map, we find
the future right of way width for Mona Way being 50'. Since
Mona Way has been designated to be the future loop street
for the future square loop interchange at the intersection
of San Xomas Expressway and the Hamilton Avenue, Mona Way
ought to be 60' wide. Mr. Bill Helms of your office has
been working closely with us on this and it .is suggested that
you check with him.

This office received your letter requesting the County
to comment and to offer suggestions on the above-mentioned
parcel map.
The development, "Hamilton West" has been sent to the
County for comment before. The previous County comments were
reflected in a letter by Mr. Pott to you on August 8, 1973
concerning the concept of the square loop interchange at the
intersection of San Tomas and Hamilton and in another letter
by Mr. Pott to Mr. Bob McDermott, the former engineer for
the developer, on February 8, 1974 concerning the location
of the loop street (copies attached).
The two proposed locations for the loop street connecting
Darryle Drive and the San Tomas Expressway have been discussed
with Mr. Bill Helms of your staff. The County's position
still remains the same: either location is acceptable.
It is our understanding that Mr. Donald Salle of Salle
& Associates is scheduling a meeting of all interested
parties including the two property owners, both cities and
the County, in order to resolve this issue.
I hope the above information will be helpful to you in
your determination of this tentative map. If you have any
questions concerning this, please let me know.

Pinal approval ot the proposed subdivision is contingent upon the posting by

Thank you for your recent letter of inquiry regarding this
office's plans for the future interchange at San Tomas Expressway
and Hamilton Avenue. -
The 1965 Trafficways Map for Santa Clara County (copy attached)
denotes a future interchange at this location. Although the express-
way agreements between the County and the Cities of Campbell and
San Jose in this vicinity of San Tomas Expressway do not speak to
ultimate interchange geometries, a square loop type of inter- ,
change has been contemplated at this location since 1962.
In order to clarify our current thinking on this issue I
corresponded with Mr. William G. Wren, Director of Public Works of
the City of Campbell on August 8, 1973. A copy of that letter
is attached.

Specific responses to your questions follow:

Since the preceding developers in the City of Campbell
have been required to dedicate and construct roads that
are compatible with a square loop type interchange, it
would be most unfortunate if the City of San Jose did
not recognize this requirement as a part of the proposed
development. We would encourage the dedication and
improvement of a loop street.
Either of the two proposed street connections to Darryl
Drive is acceptable to this office. One of the attractive
characteristics of the square loop interchange design
is that the configurations of the loop streets are
flexible. Since the surrounding area is under the
jurisdiction of Campbell, it appears as though Campbell's
desires should be considered in determining the exact
location of the loop street.

Subdivider's Statement for "Hamilton West"
Dear Mr. Wren:
At present, the property is a vacant parcel with no existing use. The
proposed use of the property is a fifty-five (55) unit condominium develop-
ment. The improvements to be made will consist of the fifty-five (55) units,
private drives, walks, and underground water, sewerage, storm drainage, gas, i
electric, telephone and cable television. Extensive planting of shrubs, i
trees and vines is proposed. These planting areas are shown on the land-
scape Plan that will accompany the "S" Approval Application.
Sanitary sewerage is under the jurisdiction of the County Sanitation District
Number 4. Sanitary tie-in is to a manhole in San Tomas Aquino Park-Way. No

Dear Mr. Wren:
Your 1e~ter cf July 19, 1973 on the above referenced
subject indicated that there is some confusion regarding
the County's plans or lack of pla~s for the San Tomas
Expressway - Hamilton Avenue intersection.
At the present time, the County does not have any firm
schedule for constructing an interchange at -this location.
As you know, the County Road Budget is adopted annually by the
Board of Supervisor~ and there are no funds in the fiscal
year 1973-74 budget for this project.
Before construction could cornmence on a project at this
location, it will be necessary to satisfy the requirements of
the California Environmental Quality Act and any other Federal
or State procedures which would be applicable. This will
include the preparation of an Environmental Impact Report,
holding public hearings and securing approval from the appro-
priate public agencies involved.
This office does recognize that since 1962 a square loop
interchange has been contemplated at this location. Even
though there is no officially adopted design or geometrics for
this interchange, there is no reason to expect that an inter-
change othen than a square loop would be constructed at this
site. On the contrary, development which has already occurred
in the immediate vicinity of the intersection has been on the
basis of a square loop design. If an interchange is built at
this location, anything other than a square loop design appears
to be impractical. Any future development should be consistent
with a square loop configuration.
