Cc,(., ;: '."." ."':"": r.;::.\>;:,¡,- Subject: 2 P.D.D. by S.H.A.R.E. - Hamilton West and Hamilton East at the Vicinity of San Tomas Expressway and Hamilton Avenue Dear Mr. Kee: The County Public Works Department is requested to comment on these two developments by S.H.A.R.E. to determine the effect of these proposed developments on the proposed County square loop interchange design at the intersection of San Tomas Expressway and Hamilton Avenue. Sometime ago the County proposed a square loop type inter- change at the above mentioned intersection. However, the County has not yet adopted a definite plan depicting future geometrics and rights of way requirements. To adopt a definite plan will require the due process of community involvement meetings, public hearing, environmental impact assessment and final Board adoption of Official Plan Line. This entire process will take months to complete. In view of the existing and the proposed developments the County staff feels the original square loop concept with the extension of Mona Way and Merrimac Drive and using Gale Drive as the loop street will not be efficient or desirable because of the lack of access control and other movement conflicts. The County staff has been considering other alternatives such as the scissor-type interchange, modified diamond, modified square loop and other possible combinations. Nevertheless, the County has not pursued any further because of the present political atmosphere and the enormous cost of building any type of interchange at this intersection which involves possibly the relocation of the existing concrete lined flood control channel. Therefore, it is questionable whether an inter- change can be justified at this location. The County has not considered this interchange project in the County's next five year plan. The County staff had a meeting with the staffs of the City of San Jose and the City of Campbell and also the engineer, the architect and the o\vners of S.H.A.R.E. to discuss the Hamilton West development. The County had indicated that this development would not interfere with any of the County's proposed interchange plans. The Hamilton East development An Equal Opportunity !:mployer Mr. Arthur Kee -2- July 16, 1973 was never discussed. It seems that the Hamilton East development will interfere with the County's unadopted plans for the inter- change at this intersection. To summarize the situation the County: 1. Has recognized the possibility of an interchange at the intersection of San Tomas Expressway and Hamilton Avenue. 2. Has several studies on the possible geometries including a modified square loop. 3. 4. Has not adopted an official plan line. Has considered this project a very low priority project because of the lack of local community support and economic reasons. Therefore, if the City approves the development of Hamilton West, it will not interfere with any of the County's plans for the interchange. If the City approves the development of Hamilton East, it will interfere with the County's plans for the interchange and thus will make the chance of building an interchange even more remote. Finally, on the basis of the above discussion, I must take specific issue with Item 4 of the four-point, SUI1',Tnary which is included on page 2 of the letter. '1'be "lack. of local community support" is to" me Quite a disturbing comment in that I am not at all aware of the existence of such an attitude on the part of the City of Campbell, and I feel that I have been quite close to the scene throughout the history of this question. I would sincerely suggest that the writer should probably have given a bit more time and energy to his research of the record in that regard or perhaps should have been slightly less receptive to whatever or whomever represented his sources in formulating such an opinion. Since the City is now presented with three new and supposedly ilmllinent developments of some magnitude which directly relate to the subj ect in question, I am inclined to t.hink that in the absence of any marc definitive policy on the part of the County of Santa Clara, we must proceed as we have in the past. I intend to request that this subject be considered at a forth- coming City Council meeting so that at least the City of Campbell is certain of the object.ive which it v.rill be pursuing.
