A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
DISPENSING WITH THE FORMAL BID PROCESS AND AWARDING THE POLICE
DEPARTMENT HV AC CONTROL SYSTEM TO SYSERCO INTERGRATED
BUILDING SYSTEMS.
WHEREAS, Campbell Municipal Code 3.20.050 requires a formal bid process for the
purchase of supplies, services and equipment;
WHEREAS, Campbell Municipal Code 3.20.030(7) provides that the City Council
may dispose with the bidding procedures in Campbell Municipal Code 3.20.050 if the
supplies, services or equipment can only be obtained from one vendor;
WHEREAS, the City's HV AC system currently uses Alerton Controls for
management of all systems;
WHEREAS, changing to a different type of control for energy management for the
Police Department system would be incongruent with existing systems and unable to
communicate with the master control;
WHEREAS, Alerton Controls are proprietary to Syserco Integrated Building Systems;
WHEREAS, the City Council has previously approved $1,000,000 in the Capital
Improvement Projects operating budget for the Police Department remodel project (CIP#98-
08) that includes the controls for the HV AC system;
WHEREAS, the total bid for the specified equipment and services is $46,800;
WHEREAS, adequate funds were budgeted and are available in account number
435.9808 of the approved budget for Capital Projects;
NOW THEREFORE BE IT RESOLVED, that the City Council does hereby
dispense with the formal bid process as authorized by Campbell Municipal Code 3.20.030(7)
and authorizes the Interim City Manager to enter into an agreement with Syserco Integrated
Building Systems for the procurement and installation of a new HV AC control system for the
Police Department at City Hall for the amount of $46,800 per the terms of the bidder's
proposal.
