CC Resolution 10462 RESOLUTION NO. 10462 A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PALN WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal Code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, Section 2.16.010 of the Campbell Municipal Code requires that salaries and wages of all employees of the City be fixed by ordinance or resolution and; WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet requirements ofthe Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council ofthe City of Campbell does hereby approve the recommendation for salary change and reclassification of Community Center Coordinator in the Community Center Division (101.527) to the position of Recreation Supervisor, as outlined in the Council Report. TYPICAL DUTIES Coordinates the facility use and occasional rental programs at the City's Community Center; represents the City and its facility use policies and fees to customers; serves as staff liaison with local community groups utilizing Community Center facilities; determines staffing needs relating to facility uses and schedules part-time staff as needed; recruits, hires, trains, supervises and evaluates part-time temporary staff; coordinates use and maintains Community Center A V and facility equipment; recommends new equipment and procedures relating to facility use; maintains records such as equipment and uniform inventory, annual utility usage/expenses, and annual summary of Building Maintenance Work Orders; assists with the processing of bills and claims relating to the Community Center and Building Maintenance; will be required to work evening hours on a regular basis, and may be required to work nights and weekends as needed; and performs other duties as required. EMPLOYMENT STANDARDS Education and Experience: Graduation from an accredited college or university with major work in Recreation, Hospitality Management, or Business Administration. Experience directly related to facility management is highly desirable. Responsible, related work experience may be substituted on a year for year basis for up to two years of the required education. Knowledge of: Facility management procedures, practices, and issues; effective customer service principles; basic personal computer software applications; public safety issues and practices; budget management; recreation program needs and operations. Coordinate the facility use and occasional rental program at the Community Center including facility scheduling; operate and manage the facility scheduling software program; determine staffing needs and schedule appropriate staff; recruit, hire, train, supervise and evaluate part-time temporary staff; prepare written reports and maintain records; speak and write effectively; establish and maintain good working relationships with a variety of community groups, customers, City staff, and the general public; handle multiple assignments in a timely manner; work with a minimum of supervision. Ability to: Possession of: Valid California Driver's License. TYPICAL DUTIES Organizes, develops, supervises, and coordinates recreation program activities; recruits, trains, and supervises part-time and contract employees; coordinates adult and youth special interest classes; coordinates the use of facilities for recreation activities with local school districts; plans and organizes adult sports activities; develops and prepares reports as required; organizes youth activity programs; organizes and supervises summer day camp and holiday camps; prepares and controls equipment inventory; coordinates public information concerning recreation programs, including news releases, informational flyers, and program brochures; participates in local recreational planning organizations/committees and advisory groups; organizes City-wide special events; and performs other related duties as required. EMPLOYMENT STANDARDS Education and Experience: Graduation from an accredited college or university with major work in recreation/leisure services or closely related field, and equivalent of one year of full-time related experience in recreation/leisure services. Knowledge of: Principles and practices of recreation/leisure services and public relations. Category: Consent Calendar Date: March 1, 2005 Title Amendment to the Classification and Salary Plan-Community Center Coordinator (ResolutionlRoll Call vote) RECOMMENDATION That the City Council adopt the attached resolution amending the Classification and Salary Plan. BACKGROUND The Community Center Coordinator position was created in June 1998. The responsibilities of the position were to schedule and staff Community Center facility uses; assist the Community Center Manager with site management, to prepare research and reports as required, and other duties as assigned. Since the time of this position's inception, those duties have increased to include supervision of the skate park program, the field attendant program, coordination with the Campbell Union School District for use, scheduling and monitoring of their fields as well as the City's, and to coordinate the City's resources for special event activities sponsored by non-profit and private organizations. Many of these added responsibilities have resulted in the need for this position to prepare and present reports to the City Council for their action. This position also manages the City's vending machine contract, communicates with the vendor on issues of concern and prepares monthly financial reports on the status of that activity. In 2003, the Community Center Manager assumed responsibility for administering the Theater program and management contract as well as responsibility for the Historic Museum program. This resulted in an additional increase in job responsibilities, span of supervision and level of job duties for the Community Center Coordinator. DISCUSSION Following a review of the duties and responsibilities now being performed by the Community Center Coordinator staff is recommending that the position be reclassified to the position of Recreation Supervisor. Job descriptions for both the Coordinator and Supervisor positions are attached for the Council's reference. Chris Ghione is the current incumbent in the Community Center Coordinator position. Mr. Ghione possesses the qualifications necessary to meet the employment standards for the Recreation Supervisor position and has demonstrated the capability and willingness Amendment to Classification and Salary Plan: Page 2 March 1, 2005 to assume the responsibilities of a Recreation Supervisor. . FISCAL IMP ACT The increased costs through the end of this fiscal year resulting from this reclassification will be approximately $2,500. Budgetary savings from the upcoming retirement of another Recreation Supervisor within the Recreation and Community Services Department (Barbara Jones) will off-set this minor increase in cost. AL TERNA TIVES Do not amend the Classification and Salary Plan by reclassifying the Community Center Coordinator to Recreation Supervisor. Staff does not recommend this alternative.
