CC Resolution 10527 RESOLUTION NO. 10527 A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal Code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, Section 2.16.010 of the Campbell Municipal Code requires that salaries and wages of all employees of the City be fixed by ordinance or resolution and; WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the revised job description of Assistant to the City Manager (Exhibit A), and recommendations for the reclassification of Administrative Analyst II, Assistant Engineer, and Senior Office Assistant as outlined in the Council Report. Consent Calendar June 21, 2005 REPORT TITLE: AMENDMENT TO THE CLASSIFICATION AND SALARY PLAN RECOMMENDATION That the City Council adopt the attached resolution amending the Classification and Salary Plan as described below. DISCUSSION Three (3) amendments to the Classification and Salary Plan are described in this report. The modifications recommended here are included in the 2005/06 Operating Budget. These include three reclassifications as well as a job description revision that does not have a fiscal impact. Assistant Enaineer - Associate Enaineer The recommended reclassification of one of the four Public Works Assistant Engineers to Associate Engineer is based on a higher level of duties and responsibilities needed in the Public Works Engineering function. The duties being performed are consistent with that of an Associate Engineer. Duties include: the ability to effectively manage programs and activities; perform complex civil engineering studies, analysis and design; coordinate and monitor the work of staff; prepare specifications and write technical reports and possess registration as a Professional Civil Engineer. The current incumbent, Zachary Lake, is performing at the level of Associate Engineer. Mr. Lake also possesses the minimum qualifications required for the position of Associate Engineer. Administrative Analvst II - Assistant to the Citv Manaaer It is recommended to reclassify the Administrative Analyst II to Assistant to the City Manager. The position of Administrative Analyst II in the City Manager's Office is performing duties more closely related to that of Assistant to the City Manager. Due to the ongoing vacancy of the Administrative Services Director position, corresponding workload adjustments were required to maintain service levels within the City Manager's Department. The Administrative Analyst II, AI Bito, has assumed increased responsibilities. It is also recommended that the Job Description for Assistant to the City Manager be revised consistent with the revised job description as attached, Senior Office Assistant - Office Specialist The position in which Joanne D'Ambrosia is currently functioning is Senior Office Assistant. This position has had an increase in re$ponsibility. The Senior Office Assistant duties and KSA's (knowledge, skills, and abilities) are more closely related to that of the Office Specialist classification. Joanne has also assumed additional duties due to the vacant Administrative Analyst position in Public Works. Based on a review of the work currently being completed by the Senior Office Assistant in Public Works, a greater percentage of time is allocated to that of Office Specialist. It is recommended to reclassify Joanne D'Ambrosia to the classification of Office Specialist. FISCAL IMPACT Associate Engineer Assistant to the City Manager Office Specialist Total: ALTERNATIVES Do not amend the Classification and Salary Plan recommended here. These recommendations are a result of the Personnel Requests submitted for the 2005/06 Budget. The changes recommended have been included in the budget.
