A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO ESTABLISH QUIET ZONES FOR
LOCOMOTIVE HORNS AT APPLICABLE PUBLIC HIGHWAY-RAIL GRADE
CROSSINGS WITHIN THE CAMPBELL PORTION OF THE V ASONA LIGHT RAIL
TRANSIT CORRIDOR AND OTHER PORTIONS OF THE EXISTING RAILROAD
CORRIDOR IN THE CITY OF CAMPBELL
IF POSSIBLE UNDER FEDERAL REGULATIONS
Whereas, the Federal Railroad Administration has issued a Final Rule on the use
of Locomotive Horns at Highway-Rail Grade Crossings (Horn Rule) requiring that
locomotive horns be sounded as a warning to highway users at public highway-rail
crossing effective June 24, 2005, and
Whereas, the Horn Rule provides an opportunity for local agencies to establish
Quiet Zones to minimize noise at rail crossings in selected areas, and
Whereas, the City of Campbell desires to establish Quiet Zones to reduce noise
intrusion resulting from Vasona LRT and freight train operations;
Now, Therefore, Be it Resolved that the City Council of the City of Campbell
hereby authorizes the City Manager to establish Quiet Zones for locomotive horns at
applicable public highway-rail crossings within the Campbell portion of the Vasona Light
Rail Transit Corridor and other portions of the existing railroad corridor in the City of
Campbell, in accordance with Federal Railroad Administration regulations.
